PROJECT PRESENTATION 1.1. Presentation of the Organizations (Lead Applicant and Co-applicants) 1.1.1. Comité Catholique contre la Faim et pour le Développement Terre Solidaire (CCFD-Terre Solidaire) CCFD-Terre Solidaire (https://ccfd-terresolidaire.org/) is a French Development and Solidarity NGO operating in more than 45 countries worldwide. In Chad, CCFD-Terre Solidaire and its partners in the region frame their actions within the strategic framework of the "Peace and Living Together Programme" developed since 2013 in the sub-region (and mainly financed by CCFD-Terre Solidaire), based on strengthening the resilience of rural communities and societies in territories and building fraternal societies based on civic values and the richness and diversity of cultural, religious, and social identities. CCFD-Terre Solidaire and ACORD-Chad (formerly ACORDs Programme in Chad) have been supporting actions in partnership with the most vulnerable and marginalized populations in Chad for about twenty years with the same priority: enabling all citizens to enjoy their rights, fulfill their responsibilities, and achieve social justice and development. 1.1.2. ACORD-Chad ACORD Chad is a non-governmental development organization. Initially established as an international non-governmental organization, it began its interventions in Chad in 1987 in the Dababa department, Hadjer Lamis province (formerly attached to the Bokoro sub-prefecture). In June 2019, ACORD became a Chadian non-governmental organization, while continuing its mission to promote sustainable development, peace, and community resilience. Today, ACORD Chad implements its programmes in several provinces of the country, including Lake Chad, Kanem, Hadjer Lamis, Chari Baguirmi, and Guéra. Its interventions focus primarily on strengthening food and nutritional security, community resilience to climate change, peace consolidation and social cohesion, participatory local development, value chain development and green economy, promotion of gender equality and the fight against gender-based violence, as well as local governance, citizen participation, and advocacy for inclusive and sustainable development. ACORD Chad works for the emergence of resilient, inclusive, and prosperous communities capable of sustainably ensuring their food and nutritional security, living in peace and social cohesion, and coping with the effects of climate change. Through a rights-based, partnership, and citizen participation approach, ACORD Chad is committed to strengthening population resilience, promoting coordinated and sustainable management of natural resources, preventing and combating all forms of gender-based violence, and fostering inclusive local governance. The organization also places advocacy, the development of strategic alliances with public, community actors, and civil society organizations, particularly peasant platforms, as well as community capacity building, at the heart of its action to contribute to sustainable, equitable development and lasting peace in Chad. That is why ACORD implements several projects with national and international partners, including the Project to Support Food Security, Nutrition, and Sustainable Peace Consolidation (GMV), as well as the Inclusive Social and Economic Recovery Project in Lake Chad Province (RESILAC 2). It also works with strategic and financial partners such as CCFD-Terre Solidaire, the French Development Agency (AFD), the European Union (EU), the Sahel Facility, and FAO. 1.1.3. Local Implementation Partners The project is implemented in close collaboration with Chadian community organizations: · The Inter-Cantonal Development Platforms of Dababa and Dahab Safi: They facilitate the cantonal consultation frameworks and bring together all social and economic actors for coordinated natural resource management and local development. · The KAWTAL Platform: It brings together 9 pastoralist organizations, including 2 specifically for transhumant herders. It facilitates the mobilization of pastoral communities and contributes to the implementation of pastoral activities. · The Dababa Womens Organizations Network: It supports the mobilization of women and the implementation of gender-related activities. 1.2. Project Context and Justification The project targets the provinces of Lake Chad (19,935 km²), Hadjer-Lamis (31,426 km²), and Chari Baguirmi (45,432 km²), with a combined population estimated at approximately 1,069,000 inhabitants. This region faces multidimensional challenges: · Chronic food and nutritional insecurity: According to ENSA 2021, 39.7% of households are food insecure. The prevalence of acute malnutrition is 10% nationally, reaching 15% in Lake province. Agricultural yields are low, and food stocks cover household needs for only 4 months on average. · Climate change and natural resource degradation: The provinces are located in the Sahelian zone, along the Great Green Wall route, and experience recurrent droughts, floods, and severe wind erosion. Lake Chads surface area has decreased by over 90% since 1960, impacting peoples livelihoods. · Conflicts related to access to natural resources: Competition for access to water and pastures generates tensions between farmers and herders. In 2021, these clashes caused the deaths of 309 people and thousands of displaced persons. The absence of consensual regulatory mechanisms aggravates these conflicts. · Security fragility and population movements: Chad is exposed to crises in neighboring countries (Cameroon, Libya, Nigeria, CAR, Sudan), generating flows of displaced persons and refugees. · Weak structuring of vegetable protein value chains: Groundnut, cowpea, and spirulina value chains, although adapted to the environment and with strong nutritional and economic potential, are poorly structured and undervalued. The project proposes an integrated approach combining emergency actions, resilience strengthening, natural resource governance, and value chain development, in alignment with national policies (PNA, GMV Strategy, PND, etc.). 1.3. Project Description The project "Support for Food Security, Nutrition, and Sustainable Peace Consolidation in the Provinces of Lake Chad, Hadjer Lamis, and Chari Baguirmi" is implemented by the CCFD-Terre Solidaire/ACORD Chad consortium, with financial support from the French Development Agency (AFD) as part of the Great Green Wall (GMV) call for projects. It spans 36 months and covers 5 departments and 11 cantons across the 3 provinces. Please find more details in the attached Terms of Reference. 2. DESCRIPTION OF THE SERVICE 2.1. Evaluation Objectives In accordance with the donors obligations (AFD), this final evaluations main objective is to formulate a credible and independent judgment on the key questions raised by the relevance, implementation (efficiency), and effects of the Project (effectiveness, impact, and sustainability). The evaluation must therefore: · Analyze the coherence and relevance that led to the development of the action, objectives, operational modalities (intervention strategy), and expected results in light of the populations needs and the local and national context. · Qualitatively and quantitatively evaluate the projects implementation: efficiency and effectiveness of implementation, assessment of results against objectives/expected results and the projects effects/impacts. Quantitatively, this will involve measuring the level of achievement of the logical framework indicators. Qualitatively, the evaluation must pay particular attention to: o The projects anchoring and ownership by beneficiaries; o Inclusive participation of women and youth; o Involvement of state technical services (CPA/CDA) and local authorities; o Evolution of relations between farmers and herders and coordinated resource management. · Analyze the sustainability of the results achieved (management committees, local conventions, consultation mechanisms, cooperatives) and identify the conditions for their perpetuation, in relation to the skills transfer carried out. · Appreciate the partnership relations within the consortium and with local partners (particularly platforms and community organizations), as well as the projects steering and management system and its impact on achieving results. · From a learning perspective, identify and formalize key success factors, obstacles encountered, innovations, and good practices that can be capitalized on and disseminated for future interventions.
