Specific Procurement Notice Consultancy Services for Power Sector Financial Sustainability Services The United States of America, Acting through the Millennium Challenge Corporation (Mcc), and the Government of the Republic of Sierra Leone (the Government) Signed a Millennium Challenge Compact on September 27, 2024, Valued at Four Hundred Eighty Million United States Dollars (Usd 480,000,000), with an Additional Fourteen Million Two Hundred Thousand United States Dollars (Usd 14,200,000) in Counterpart Funding from the Government of Sierra Leone. The Compact Aims to Reduce Poverty and Promote Economic Growth in Sierra Leone by Strengthening the Countrys Electricity Sector. The Government, Acting through the Millennium Challenge Account Sierra Leone (Mca-Sierra Leone or Mca-Sl), Intends to Use a Portion of the Mcc Grant to Finance Eligible Payments under the Contract for Which this Request for Offers (Rfo) is Issued The Compact Consists of the following Three (3) Projects: (I) the Transmission Backbone Project, Which Aims to Expand and Reinforce Sierra Leones Electricity Transmission Network; (Ii) the Distribution and Access Project, Which Aims to Improve The Reliability of Electricity Supply and Expand Access to Electricity in Selected Communities; And (Iii) the Power Sector Reform Project, Which Aims to Improve the Financial Sustainability, Governance, and Performance of the Electricity Sector. 3. Mcc Requires that All Beneficiaries of Mcc Funding, including the Accountable Entity And Any Applicants, Bidders, Suppliers, Contractors, Consultants, Sub-Consultants, and Subcontractors under Mcc-Funded Contracts, Observe the Highest Standards of Ethics During the Procurement and Execution of Such Contracts. Mccs Policy on Preventing, Detecting and Remediating Fraud and Corruption in Mcc Operations (Mccs Afc Policy) is Applicable to All Procurements and Contracts Involving Mcc Funding and is Available on Mccs Website at: Https://www.mcc.gov/Resources/Doc/Policy-Fraud-and- Tender Link : https://www.developmentaid.org/#!/tenders/search
