Tenders are invited for Consultancy to Design and Facilitate the Youth Challenge & Selection Bootcamp Youth Leadership Programme (YLP) - Tripoli Peace Initiative. Closing Date: Monday, 10. Aug 2026 Intervention Sector(s): Children & Youth Remuneration range: < 1000 (USD) 1. Background The Youth Leadership Programme (YLP) is implemented by Adyan Foundation in partnership with the United Nations Development Programme (UNDP) under the Tripoli Peace Initiative, funded by the United Nations Peacebuilding Fund (PBF). The programme contributes to strengthening social cohesion and inclusive local governance by empowering young women and men to become active agents of peacebuilding and community development. The YLP forms part of the broader Mechanism for Stability and Local Development (MSLD), a collaborative framework bringing together local authorities, community representatives, civil society organizations, and youth to identify priorities and co-create solutions that enhance stability and resilience across Tripoli. The programme adopts a phased approach to youth leadership development. Phase 1 engaged with young males and females from Tripoli through six intensive capacity-building workshops covering: Leadership and Peacebuilding Innovation and Social Entrepreneurship Public Speaking and Advocacy Navigating Stakeholders and Local Systems Designing Solutions for Social Cohesion From Ideas to Action: Operational Readiness and Digital Engagement Following the successful completion of the first phase, the programme now transitions into Phase 2, which aims to identify the 50 highest-potential participants who will continue into the incubation and community initiative implementation stage. To ensure a transparent, merit-based, and competency-driven selection process, Adyan Foundation seeks to engage a consultancy firm or multidisciplinary team of consultants with complementary expertise in youth leadership, experiential learning, facilitation, competency-based assessment, and peacebuilding to design and facilitate a two-day Youth Challenge & Selection Bootcamp. 2. Objective of the Consultancy The objective of this consultancy is to engage a qualified consultancy team to design, facilitate, assess, and document a structured Youth Challenge & Selection Bootcamp that fairly assesses the competencies, leadership potential, collaboration skills, innovation capacity, and commitment of the 120 programme participants, and supports the transparent selection of 50 youth to advance to the incubation phase of the Youth Leadership Programme. 3. Scope of Work The consultancy team will be responsible for the end-to-end design, facilitation, assessment, and documentation of the Youth Challenge & Selection Bootcamp, including the development of the assessment methodology and recommendations for participant selection, in close coordination with the Youth Leadership Consultant and Adyan Foundation. The consultancy team shall design and deliver the bootcamp through a combination of plenary facilitation, parallel group facilitation, experiential learning activities, observation, competency-based assessment, participant coaching, documentation, and coordination with the evaluation committee to ensure a transparent, fair, and evidence-based selection process. Specifically, the consultancy team shall undertake the following tasks: A. Bootcamp Design The consultancy team shall: Develop the overall methodology, facilitation approach, and detailed agenda for the two-day bootcamp. Design engaging experiential learning activities, simulations, case studies, and team-based challenges aligned with the objectives of the Youth Leadership Programme. Ensure that all activities assess the competencies developed during Phase 1 while providing participants with meaningful learning opportunities. Prepare all facilitation materials, participant instructions, challenge briefs, presentation materials, and supporting tools required for implementation. Develop an implementation plan outlining team roles, facilitation responsibilities, and logistical requirements for effective delivery. B. Competency Assessment Framework The consultancy team shall develop a comprehensive competency-based assessment framework covering, at a minimum, the following competencies: Leadership Teamwork and collaboration Communication Innovation and creativity Problem-solving Initiative and ownership Community engagement Conflict sensitivity Commitment to peacebuilding values In coordination with the Youth Leadership Consultant, the consultancy team shall also develop: Competency assessment rubrics Individual scoring sheets Team evaluation tools Observer and evaluator guidance notes Selection criteria and scoring methodology Assessment database or scoring matrix for consolidating results The consultancy team shall also conduct a briefing and calibration session for observers and evaluators prior to the bootcamp to ensure the consistent application of the assessment framework and scoring methodology. C. Facilitation of the Bootcamp The consultancy team shall deploy an appropriately qualified team capable of simultaneously managing multiple participant groups, facilitation streams, observations, and assessment activities throughout the two-day bootcamp. Responsibilities shall include: Facilitating all plenary sessions, experiential learning activities, and challenge exercises. Managing parallel group facilitation and participant engagement. Guiding reflection, learning, and debrief sessions. Coordinating competency assessment exercises throughout the bootcamp. Ensuring equal participation, inclusion, gender sensitivity, and conflict-sensitive facilitation. Managing group dynamics and creating a safe, participatory learning environment. Supporting observers and evaluators throughout the assessment process. Documenting key observations, lessons learned, and participant performance. D. Selection Process Following completion of the bootcamp, the consultancy team shall work closely with the Youth Leadership Consultant and the evaluation committee to: Consolidate all competency assessment scores and evaluation results. Review participant performance against the agreed competency framework and selection criteria. Facilitate calibration discussions to ensure fairness, consistency, and transparency in the assessment process. Produce evidence-based recommendations for the selection of the fifty (50) participants to advance to the incubation phase. Prepare a comprehensive selection matrix and document the rationale underpinning the final recommendations. Document lessons learned and recommendations to strengthen future Youth Leadership Programme selection processes. The consultancy teams recommendations shall be advisory in nature. Final approval of the selected participants shall rest with Adyan Foundation, in consultation with the Youth Leadership Consultant and the evaluation committee. 4. Deliverables Deliverable Timeline Inception Report (including methodology, work plan, competency framework, and assessment approach) Within 5 days Facilitation Package (facilitator guide, participant materials, assessment tools) Before Bootcamp Observer & Evaluator Orientation Session Before Bootcamp Delivery of the Two-Day Youth Challenge & Selection Bootcamp 2223 August Competency Assessment Results and Selection Matrix Within 3 working days Final Consultancy Report Within 5 working days All deliverables shall be submitted to Adyan Foundation for review and approval. Where required, the consultancy team shall address comments and submit revised deliverables within the agreed timeframe. 5. Duration of the Consultancy The consultancy shall be implemented during August 2026 and will include preparation, facilitation, participant assessment, reporting, and finalization of all deliverables. The Youth Challenge & Selection Bootcamp is scheduled to take place on 2223 August 2026. 6. Required Qualifications Education The proposed consultancy team shall collectively possess advanced academic qualifications in Education, Psychology, Social Sciences, Leadership, Organizational Development, Peacebuilding, Youth Development, Facilitation, or other relevant disciplines. Experience The proposed Team Leader shall have a minimum of seven (7) years of relevant professional experience. Collectively, the consultancy team shall demonstrate substantial experience in: Youth leadership and development programmes Experiential learning and facilitation Competency-based assessment methodologies Assessment centres and participant selection processes Peacebuilding, social cohesion, and civic engagement Youth programming and capacity development Experience designing and facilitating assessment centres or competitive selection processes for youth development programmes, particularly within donor-funded or international development programmes, will be considered a strong asset. Team Capacity The propos ed consultancy team shall demonstrate sufficient technical expertise, personnel, and facilitation capacity to effectively design, facilitate, observe, and assess parallel group activities for approximately 120 participants over the two-day bootcamp. The team should be capable of managing simultaneous facilitation and competency assessment processes while ensuring a fair, transparent, and evidence-based participant selection process. Competencies The consultancy team shall collectively demonstrate: Excellent facilitation, communication, and interpersonal skills. Strong analytical, documentation, and report-writing skills. Proven ability to design and manage participatory and experiential learning processes. Excellent organizational, coordination, and team management skills.
