Offer Deadline and Protocol: Offers must be received no later than: Aug 19, 2026 at 16:00pm Beirut local time at Anera country office by hand as hard copies in Anera office at Mathaf, Beirut and by email as soft/electronic copies. Your offer must be valid for at least 60 days. Submission Requirements: Offerors are to submit by hand in three separate sealed envelopes: Volume I: Admin Proposal (Sealed Envelope) Must be clearly labeled as: VOLUME I: Admin PROPOSAL and RFP- LB/ANERA/BEY/2026/1303, and it must include: commercial registry, owner/s ID/s, signature delegation, contractors syndicate, Bank details, registration certificate, Engineering syndicate ID/s, offer validity, signed RfP (this document) and all annex package documents attached to this tender document. It must also mandatory include a USB drive that must have all Admin & Technical submitted documents only (financial documents must not be on the USB drive) Volume II.: Technical Proposal (Sealed Envelope) Must be clearly labeled as: VOLUME II.: TECHNICAL PROPOSAL and RFP- LB/ANERA/BEY/2026/1303 and must include all relevant technical documents. Volume Cost III: Price Proposal Must be clearly labeled as: VOLUME III: COST/PRICE PROPOSAL and RFP- LB/ANERA/BEY/2026/1303, and must include the financial offer. The Financial Proposal shall include: Cost/Price Quotations submitted in response to this RFP must be signed and stamped and provided either on the offerors official letterhead or using Annex 2; also must be: Priced on a fixed-price, all-inclusive basis. Prices must be presented in USD DOLLARSOffers must remain valid for 60 calendar days after the offer deadline Delivery: As part of its response to this RFP, each offeror is expected to provide an estimate (in calendar days) of the delivery timeframe (see Annex 2). The delivery estimate presented in an offer in response to this RFP must be upheld in the performance of any resulting contract. Evaluation and Basis for Award : The Contract will be awarded to the responsible offeror whose proposal complies with the RFP requirements, meets eligibility criteria, and represents the best overall value to Anera. Under the Trade-Off approach, both technical quality and cost are considered. This allows Anera to select a proposal offering superior technical merit even if not the lowest-priced, when the added value justifies the cost. Evaluation Method:Technical proposals will be scored based on the criteria and points outlined in this RFP, while cost proposals will be reviewed for reasonableness, realism, and value for money. Technical factors, when combined, are generally more important than cost; however, if proposals are technically equal or nearly equal, cost will be the deciding factor. Anera may apply a minimum technical score threshold (around 70%) to determine which proposals proceed to cost evaluation, ensuring that only technically qualified offers are considered financially. For overall evaluation purposes of this RFP, the technical evaluation factors, when combined, are considered significantly more important than cost factors. However, if technical scores are determined to be equal or nearly equal, cost will become the determining factor in the final selection. Terms and Conditions: This is a REQUEST FOR PROPOSAL only. Issuance of this RFP does not in any way obligate Anera or the donor to make an award or pay for costs incurred by potential offerors in the preparation and submission of an offer. This solicitation is subject to Aneras standard terms and conditions. Any resultant award will be governed by these terms and conditions; a copy of the full terms and conditions is available upon request. Please note the following terms and conditions will apply: Aneras standard payment terms are net 30 days after receipt and acceptance of any commodities or deliverables. Payment will only be issued to the entity submitting the offer in response to this RFP and identified in the resulting award; payment will not be issued to a third party. No services or commodities may be supplied that are manufactured or assembled in, shipped from, transported through, or otherwise involving any of the following countries: Cuba, Iran, or North Korea. International law and Anera policy prohibits transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism. The Vendor under any award resulting from this RFP must ensure compliance with these laws. The title to any goods supplied under any award resulting from this RFP shall pass to Anera following delivery and acceptance of the goods by Anera. Risk of loss, injury, or destruction of the goods shall be borne by the offeror until title passes to Anera.
