Tenders are invited for HR & Finance Manuals Consultant Closing Date: Monday, 10. Aug 2026 Intervention Sector(s): Human Rights & Protection Remuneration range: 4000 to 5000 (USD) Duration of Contract: 6 months Scope of Work The consultant will be responsible for: Reviewing existing HR and financial policies, procedures, systems, and practices. Conducting consultations/interviews with relevant management and staff. Identifying gaps, risks, and areas for improvement. Reviewing alignment with applicable Lebanese legal and regulatory requirements and relevant donor requirements. Preparing a Comprehensive HR and Financial Systems Assessment and Gap Analysis Report. Developing a comprehensive and practical HR Manual. Developing a comprehensive and practical Finance Manual. Developing/updating relevant HR and Finance tools, templates, and checklists. Presenting draft manuals for review and incorporating feedback. Conducting an orientation/training session for relevant staff on the implementation and use of the HR and Finance Manuals. Submitting final editable and PDF versions of the manuals and supporting tools. Required Qualifications University degree in HR, Finance, Accounting, Business Administration, or a related field. Minimum 10 years of relevant professional experience. Demonstrated experience in developing HR and Finance policies, procedures, and manuals. Previous experience working with NGOs/non-profit organizations. Knowledge of donor compliance requirements. Knowledge of relevant Lebanese labor, tax, NSSF, and regulatory requirements. Strong analytical, writing, and communication skills. Experience with donor-funded projects and institutional capacity strengthening is an asset.
