Tenders are invited for Baseline and Endline Assessment Consultant for the Project: Building Resilience in the Communities of the WB. Service Location: West Bank Baseline and Endline Assessment Consultant For the project: Building Resilience in the Communities of the WB Oxfam is seeking a qualified consultant (or consulting firm) with demonstrated experience in conducting baseline and endline assessments to measure selected outcome indicators for the "Building Resilience in the Communities of the West Bank" project. The objective of this assignment is to generate reliable, high-quality, and evidence-based data for a predefined set of outcome indicators through baseline and endline assessments. The consultant will establish baseline values before project implementation and measure changes at the end of the project using comparable methodologies, enabling Oxfam and its partners to assess progress towards the intended outcomes and report results to the donor. The consultant will be responsible only for assessing the outcome-level indicators specified in Section 4: Scope of Work. Monitoring of project activities, outputs, and all other indicators will be carried out by Oxfam and its implementing partners. The consultant will be responsible for conducting the baseline and endline assessments for the selected outcome indicators included in the projects results framework. The assessments will focus on the projects targeted beneficiary groups, businesses, communities, and local councils, as applicable to each indicator. The following table presents the indicators to be assessed, the baseline and endline values to be collected, the target groups and sample sizes, the key elements to be covered by the data collection tools, and the proposed data collection methods. Delierables The consultant will be responsible for producing the following deliverables in line with the agreed timeline: Inception Report: A comprehensive report detailing the consultants understanding of the assignment, finalized methodology, sampling strategy, data collection tools (drafts), and a detailed work plan. Draft Baseline Report: A draft analytical report presenting baseline values for each indicator, disaggregated where relevant, including methodological explanation, indicator calculations, key findings, and preliminary recommendations. Final Baseline Report: A finalized version of the report integrating Oxfams feedback and submitted in both editable and PDF formats. The final report must include an executive summary, methodological annexes, data analysis, and indicator calculation details. Draft endline Report: A draft analytical report presenting baseline versus endline values for each indicator. Final endline Report: A finalized version of the report integrating Oxfams feedback and submitted in both editable and PDF formats. The final report must include an executive summary, methodological annexes, data analysis, and indicator calculation details. Raw and Cleaned Data Sets: Submission of both raw and cleaned data in a structured format (Excel or CSV), clearly labeled and accompanied by a data dictionary and coding guide.
