Reference : 100016407 Process : RFP Description : GGGI Colombia invites eligible firms/entities to submit proposals for the following assignment: Technical Support for Colombias Article 6 Forest Restoration Program (PRA6): Restoration Portfolio Development, MAINs and MADD Preparation, Chronosequence-Based Monitoring, and Proposal Article 6.4 Methodology Development. PROJECT BACKGROUND: The Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program, funded by the International Climate Initiative (IKI) of the German Government, supports partner countries in developing the institutional, regulatory, and technical conditions required to participate in Article 6 mechanisms. In Colombia, SPAR6C is supporting the strengthening of national capacities to implement cooperative approaches and operationalize carbon market instruments aligned with the countrys Nationally Determined Contribution (NDC). As part of these efforts, Colombia is advancing the design of a Restoration Program under Article 6 (PRA6), aimed at mobilizing carbon finance through high-integrity forest restoration activities. Forest restoration represents a strategic mitigation pathway for the country, with significant potential to generate emission removals while delivering biodiversity, social, and ecosystem co-benefits. The PRA6 seeks to be an umbrella initiative for multiple forest restoration projects that meet high standards of quality and environmental integrity, and which can be prioritized for Article 6 participation, including Article 6.2, CORSIA and Article 6.4. The Restoration Program under Article 6 (PRA6) is being developed for the Government of Colombia, with support from GGGI through the SPAR6C Programme, as a national programmatic framework to facilitate the implementation of high-integrity restoration activities under Article 6 of the Paris Agreement. The PRA6 seeks to establish the technical, institutional, and operational conditions required to mobilize carbon finance for forest restoration, while ensuring environmental integrity, consistency with national climate policies, and alignment with Colombias Monitoring, Reporting and Verification (MRV) framework. The program is intended to promote scalable restoration activities that contribute simultaneously to greenhouse gas removals, biodiversity conservation, ecosystem recovery, and sustainable development objectives. In parallel, Colombia has developed relevant technical and institutional capacities for monitoring, reporting, and verification (MRV) of forest-related emissions and removals, particularly IDEAMs the Forest and Carbon Monitoring System (SMByC) of the National Institute of Hydrology, Meteorology and Environmental Studies (IDEAM). In addition, Colombia has made significant progress in strengthening the monitoring of forest restoration through the development of the Protocol for Monitoring Forest Restoration Using Remote Sensing, developed by IDEAM with support from GGGI. This protocol establishes methodological guidelines for monitoring forest restoration using remote sensing and for producing national and subnational reports on the extent of forest restoration in Colombia, in coordination with the information generated by the SMByC. While this framework provides a key technical basis for monitoring the spatial extent and persistence of restoration processes, further work is required to strengthen the analysis of permanence, carbon accumulation, and long-term restoration outcomes. This is particularly relevant for Article 6 activities, where permanence is a core condition for ensuring environmental integrity and the credibility of carbon removals. These systems provide a foundation for the development of Article 6 activities in the land-use sector. As part of the countrys preparation for Article 6 implementation, in particular the PRA6, it is necessary to pilot the development of Mitigation Activity Idea Notes (MAINs) and Mitigation Activity Design Documents (MADDs) for restoration initiatives. In parallel, there is a need to strengthen the integration of restoration activities into national MRV systems, particularly through alignment with IDEAMs Forest and Carbon Monitoring System (SMByC), and to generate a technical proposal of a methodology applicable to Article 6.4 restoration activities. (Please see the PRA6 presentation attached to this ToR for further information) To address these needs, the consultancy will contribute to the consolidation and strengthening of the Restoration Program under Article 6 (PRA6). The consultancy will support the development of two Mitigation Activity Idea Notes (MAINs) of high-quality restoration initiatives and a Mitigation Activity Design Documents (MADD) of one of the selected MAINs, which will form the initial set of projects under the programs portfolio. The consultancy will also contribute to strengthening the integration of restoration activities into the national MRV framework by performing the pilot implementation of a chronosequence-based monitoring approach in selected restoration sites, based on the methodological framework developed by IDEAM, and by generating a proposal of a methodology for natural forest restoration applicable under Article 6.4, to be submitted officially to the 6.4 Mechanism for consideration. In addition, the consultancy will support the consolidation of a structured portfolio of restoration initiatives with potential for implementation under PRA6 and Article 6. The portfolio will categorize and prioritize initiatives according to their mitigation potential, technical feasibility, implementation readiness, environmental integrity, and alignment with Article 6 requirements. This portfolio will serve as a strategic tool for the Government of Colombia to identify priority initiatives and facilitate the future development of MAINs, MADDs, and Article 6 activities. In this context, this consultancy will support the Government of Colombia, through GGGI and in coordination with IDEAM and the Ministry of Environment and Sustainable Development, in the consolidation of a PRA6 project portfolio, the evaluation and structuring of restoration initiatives, the development of programmatic and methodological instruments, and the generation of technical inputs to support the implementation of restoration activities under Article 6. Proposed Activities and Scope of Work 1) Proposed Activities for the Overall Project This consultancy is expected to develop the following main activities: 1. Elaboration and presentation of the Workplan The consultancy will review existing project materials and consult with relevant stakeholders, including GGGI, IDEAM, MinAmbiente, and the SPAR6C team, to develop and present a detailed workplan for the implementation of the consultancy. The workplan shall build upon and further refine the technical proposal submitted during the proposal stage, incorporating any adjustments required following discussions with GGGI and relevant stakeholders. The workplan shall establish the overall implementation strategy, methodology, timeline, milestones, validation processes, and responsibilities required to successfully deliver all consultancy outputs. The workplan shall provide a clear roadmap for the implementation of all consultancy activities, structured around two parallel workstreams. The first workstream focuses on the development of the MAINs and MADD, the corresponding project-level financial assessments, and the consolidation of the PRA6 project portfolio. The second workstream covers the pilot implementation of the chronosequence-based monitoring approach and the development of a carbon market methodology for natural forest restoration applicable under Article 6.4, to be submitted officially to the 6.4 Mechanism for consideration. Both workstreams shall be implemented concurrently and in a coordinated manner to ensure alignment between the technical, financial, and methodological components of the assignment. The workplan shall include the different approaches for identifying and compiling the restoration portfolio, including, but not limited to, open calls for proposals, data mining, or other appropriate information-gathering methods. In case a workshop is needed for the conceptualization or validation of any of the technical topics related to the deliverables, the associated costs apart from travel of the consulting team will be covered by GGGI, subject to prior agreement and inclusion in the approved workplan. The workplan shall also identify anticipated challenges, risks, information gaps, and potential bottlenecks, and propose mitigation measures to facilitate the timely delivery of all outputs and effective coordination with relevant stakeholders. The workplan shall include specific review and validation meetings for each deliverable version. These meetings will serve to discuss progress, validate methodological approaches, clarify expectations, and agree on the scope and level of detail required for subsequent versions.
