Request for proposals for Supply And Installation Of Solar Photovoltaic (PV) Arrays & Battery Energy Storage Systems (BESS) On Lakeba Island And Vanua Balavu Island (Lau Group) Supply And Installation Of Solar Photovoltaic(Pv) Arrays & Battery Energy Storage Systems (Bess) On Lakeba Island And Vanua Balavu Island (Lau Group) Title : Supply And Installation Of Solar Photovoltaic(Pv) Arrays & Battery Energy Storage Systems (Bess) On Lakeba Island And Vanua Balavu Island (Lau Group) Reference : 100016413 Process : RFP Description : GGGI Fiji Office is inviting eligible contractors and vendors to submit their proposals for the Supply And Installation Of Solar Photovoltaic(Pv) Arrays & Battery Energy Storage Systems (Bess) On Lakeba Island And Vanua Balavu Island (Lau Group) PROJECT BACKGROUND: The project Enhancing Resilience to Climate Change of Maritime Islands of Fiji, through solar hybrid powered water supply system, aims to address water insecurity and energy dependence in Fijis remote maritime islands. The initiative, led by the Global Green Growth Institute (GGGI) in partnership with the Water Authority of Fiji (WAF), focuses on transitioning from diesel-powered water pumping systems to renewable energy solutions, primarily solar photovoltaic (PV) systems. This transition will enhance water security, reduce greenhouse gas emissions, reduce carbon emission and fossil fuel reliance, reduce operational costs, and improve the resilience of communities to climate-induced extreme weather events. The project funding will be from REnew Pacific. The project will be implemented across seven sites in Lakeba, Rotuma, and Vanua Balavu, benefiting approximately 4,900 residents. Key project components include final site assessments, procurement of renewable energy equipment, infrastructure installation, and comprehensive training on operations and maintenance (O&M) for local WAF staff. The project aligns with Fijis National Development Plan, Rural Electrification Policy, and Low Emission Development Strategy, supporting national goals for climate resilient infrastructure and emissions reduction and will help meet Fiji governments target to achieve 100% electricity access by 2036. By integrating solar power into water systems, the project will reduce operational costs, and strengthen institutional capacity for sustainable management of renewable energy assets. Additionally, the project emphasizes social inclusion, particularly of women and vulnerable groups, through participatory engagement and training. The objective of the project is to support 7 locations across 3 islands through water security that leads to improved community livelihoods, improved the resilience, sustainability, and affordability of water service delivery in Fijis maritime islands by integrating solar with diesel generator-powered electric pumping systems. The project is designed and structured to deliver the following key intermediate outcomes: Intermediate Outcome 1: Design, supply, installation and commissioning of solar powered water supply systems in 7 maritime island communities in Lakeba, Rotuma and Vanua Balavu. Intermediate Outcome 2: Institutional and community capacity building, training, governance and O&M are enhanced. Intermediate Outcome 3: More women, persons with a disability and vulnerable groups influence, participate in and benefit from equal access to solar powered water supply systems. Through achieving the mentioned outcomes, the benefits at the end of the project life are: 1. Contribute to reduced Greenhouse Gas Emissions and reduce operational costs: Replacement of diesel with solar energy lowers GHG emissions and operational costs for WAF, enabling reinvestment into scaling renewable energy and upgrading water infrastructure. 2. Improved and Inclusive Access to Water and Energy Security for Vulnerable Communities: Deployment of solar-powered water infrastructure enhances water availability, climate resilience, and energy security in maritime areas. 3. Enhanced Livelihoods and Economic Opportunities: Job creation during construction and operation phases boosts local economies and supports long-term community development. Strengthened Institutional and Social Capacity: Capacity-building for WAF and communities ensures sustainable asset management, while inclusive engagement empowers women and vulnerable groups PROPOSED ACTIVITIES & SCOPE OF WORK: 1. Proposed Activities GGGI seeks to engage a competent contractor to work with to install solar photovoltaic (PV) arrays and battery energy storage systems (BESS) at each of four existing water pumping stations on the island of Lakeba (consist Puapua Water Pumping site and Sosoicake Water Pumping site) and Vanua Balavu (consist of another two, namely Daliconi Water Pump site and Malaka Water Pump site) in the province of Lau. Together with a new supervisory control and data acquisition (SCADA) system for each site, the PV/BESS will reduce reliance on fossil fuels and optimize water pumping schedules. This project is expected to be completed within 5 months from signing the contract. In summary: 1. Project 1 (Lakeba Island) a) Puapua Water Pumping Station b) Sosoicake Water Pumping Station 2. Project 2 (Vanua Balavu Island) a) Daliconi Water Pumping Station b) Malaka Water Pumping Station 2. Scope of Work The Contractor will in accordance with these specifications design, supply, install and commission: a. Solar PV and BESS at each of four WAF pumping stations from the two islands according to Table 1 below, b. All balance of system components and works (control board, mounting, cabling, protection and switchgear, control and monitoring, mounting system, foundations, etc.). c. A new structure for battery and inverter room, with the approval and clearance from WAF. The Contractor will also be responsible for: Safety of Solar components during transportation to the sites and security of all Solar components on site. Site Clearance, site fencing and land preparation for the 4 sites. The Contractor will be solely responsible for securing all necessary permits and approvals from all the relevant authorities, consents, registrations and similar including waste disposal permits from the local authority, and clearance and approval of systems from Energy Fiji Ltd. Integrating PV/BESS control with diesel generator and pump control scheme. This will require the Contractor to liaise closely with the G&C Contractor to avoid duplication. Training WAF operators during commissioning and providing comprehensive system manuals documenting O&M requirements and activities, warranties, system operation, system design, Full parts list with model numbers to facilitate simple procurement and direct replacement. OPTION 1 Submit bid for Project 1 (Lakeba Island) only 2. OPTION 2 Submit bid for Project 2 (Vanua Balavu Island) only 3. OPTION 3 Submit bid for both, Project 1 & 2 It does not necessarily mean that bidding for Option 3 only, will ultimately qualify you to undertake both projects. Option 3 bidders are expected to provide an overall cost showing Option 1 & 2 separately, but with a suggestion of discount in the event GGGI awards 2 projects to the bidder. GGGI has a right to award Project 1 (or Project 2) only after evaluating Option 3 bids. 3. Pre-bid Conference GGGI will convene a virtual pre-bid conference via M/S Teams on Friday, 14th August 2026 at 8 :00 AM KST/ 11 :00 AM FJT to address any queries/clarifications relating to the assignment and procurement process. A pre-bid site visit will be organised by GGGI Fiji after the pre-bid meeting (dates and time to be communicated to interested proponents).
