Work Detail
The Objective Of This Public Proposal Is The Purchase Of The Service Of Nursing Technicians And Service Assistants To Respond To The Care Of The Obstetric Emergency Service Of The Womens Responsibility Center, Whose Purpose Is To Guarantee Continuity Of Care For Hospitalized Users Who Enter The Obstetric Emergency Service. In This Context, It Is Necessary To Point Out That, With The Institutional Resources Currently Available, It Is Not Possible To Timely Comply With The Scheduled Activities That Arise In The Context Of The Obstetric Emergency Service. It Is Necessary To Indicate That, With The Current Provision, It Is Not Possible To Resolve The Need In This Service, Since The Technical Nursing Staff Fulfills Functions In Both The Gynecological-Obstetric Ward And In The Obstetric Emergency Service. Since There Is A Coincidence Between Deliveries And Surgeries In Progress, The Technical Staff Of The Pre-Delivery Unit Must Attend The Delivery Rooms, Which Leaves The Pre-Delivery Unit With Fewer Technical Personnel To Care For These Patients, And In Some Cases, With An Evident Lack Of Personnel When There Are Simultaneous Deliveries. It Should Be Noted That Pre-Partum Patients Are In Different Phases Of Labor, Some With High-Risk Pathologies, Others With Conduction Analgesia, Etc.; That Is, Patients With High Requirements For Assistance And Monitoring. The Above Leads To A High Risk Of Adverse Events, Due To The Lack Of Surveillance And Continuous Monitoring Of These Patients In A Critical Period Of Their Perinatal Health. In Turn, It Leads To High Stress For The Health Team That Tries To Maintain The Best Possible Standard Of Care, Without Permanently Achieving It. Due To The Above, The Purchase Of The Service Of Nursing Technicians On Duty Is Required For The Continuity Of Care In Prepartum And Delivery. In Addition To The Above, The Supply Of The Pre-Birth Units And The Delivery Rooms Is Carried Out By The Same Ward Technical Staff Who Must Be Carrying Out Their Duties Inside The Operating Room In Each Surgery Or In The Delivery Rooms; Who Must Also Safeguard The Material In The Services Warehouses, Travel To Deliver And Receive Material In The Sterilization Service, Carry Out Transfers Of Biopsies, And Examinations That Require Urgent Results. On The Other Hand, The Pre-Birth Unit Does Not Have Cleaning Personnel, So The Cleaning Of The Clinical Units And The Transfer Of The Patients Is Carried Out By Cleaning Assistants From The Gynecological-Obstetric Ward. These Personnel Are Also In Charge Of The Concurrent Cleaning Of The Wards, Terminal Cleaning Of The Recovery Units And The Immediate Care Of The Newborn And The Transfers Of Post-Partum And Post-Surgical Patients To The Hospital Ward. Therefore, To Maintain The Continuity And Safety Of Care, Without Falling Into A Lack Of Service, It Is Necessary To Have Service Assistants For Cleaning Clinical Units According To Regulations, Patient Transfers And Administrative Procedures In The Pre-Delivery Unit. That Said, This Contract Aims To Provide Coverage And Contribute To The Care Required In The Obstetric Emergency Service. The Service Will Be Carried Out In The Hospital Premises, In The Best Possible Conditions For Both Parties, As Detailed In These Administrative Bases And Technical Bases, And According To Quantities Defined In Annex No. 1.
