Tenders are invited for Delivery of Wellness Kits to Adolescent Girls within the Framework of the Project Service Location: West Bank 1- Introduction Palestinian Working Woman Society for Development (PWWSD) is a feminist, non-governmental organization that seeks to achieve gender equality and combat all forms of discrimination and gender-based violence. PWWSD is committed to facilitating womens access to justice and contributing to the development process by providing psychological, social, and legal support to women. The organization works to empower women, encouraging their participation in the political, economic, and social fields, as well as their role in the national struggle to end the occupation. PWWSDs mission is deeply rooted in promoting the rights and well-being of women and girls in Palestine, especially those in conflict-affected areas. Within this framework, PWWSD is implementing activities that support adolescent girls through Girl Friendly Spaces (GFSs), psychosocial support, life skills, and community-based protection interventions. To ensure the effective implementation of these activities, PWWSD seeks to procure Delivery of Wellness Kits to Adolescent Girls and Activity Materials that will support adolescent girls wellbeing, participation, and access to safe and protective learning environments throughout the project implementation period. 1.1 Program Background The project "Empowering Adolescent Girls to Transition into Adulthood in Conflict-Affected Areas in the West Bank" aims to support adolescent girls and community members through psychosocial support, capacity-building activities, and community awareness interventions. The project seeks to strengthen resilience, promote gender equality, enhance girls participation and leadership, and address gender-based violence (GBV) and protection risks in conflict-affected areas. The project is implemented in Tulkarm, Nablus, Salfit, and Tubas governorates through Girl Friendly Spaces (GFSs) and community-based interventions that support adolescent girls wellbeing and empowerment. As part of the project activities, PWWSD will procure Wellness Kits to Adolescent Girls, kits and activity materials to facilitate the implementation of psychosocial support sessions, life skills activities, awareness sessions, and other structured interventions that contribute to creating safe, supportive, and empowering environments for adolescent girls. 1.2 Program Description The project "Empowering Adolescent Girls to Transition into Adulthood in Conflict-Affected Areas in the West Bank" aims to strengthen the resilience, leadership, participation, and wellbeing of adolescent girls in conflict-affected communities through Girl Friendly Spaces (GFSs) and community-based interventions. The project empowers adolescent girls with essential skills, knowledge, protection mechanisms, and psychosocial support to enhance their safety, strengthen their agency, and enable their meaningful participation in community life and decision-making processes. Implemented in Tulkarm, Nablus, Salfit, and Tubas governorates, the project adopts participatory and gender-sensitive approaches to build girls leadership, life skills, protection awareness, and psychosocial wellbeing while supporting their safe and confident transition into adulthood. To support these interventions, PWWSD will procure Wellness Kits to Adolescent Girls and activity materials that comply with the required technical specifications and quality standards, ensuring the timely availability of materials necessary for the successful implementation of project activities. 1.3 The Project Includes the Following Expected Results R1: Increased participation, leadership, and community engagement of adolescent girls through Girl Friendly Spaces (GFSs). R2: Improved life skills, resilience, and psychosocial wellbeing supporting girls transition into adulthood and community participation. R3: Strengthened capacity of adolescent girls and communities to identify, prevent, and respond to protection risks, including gender-based violence (GBV), harmful gender norms, and digital safety risks. R4: Improved access to psychosocial support, safe spaces, dignity resources, and community-based protection mechanisms that enhance girls wellbeing and resilience. 2- Objectives of the Assignment The overall objective of this assignment is to identify and contract a qualified supplier to provide Delivery of Wellness Kits to Adolescent Girls required for the implementation of project activities in the targeted governorates. The selected supplier shall provide high-quality items that comply with the technical specifications outlined by PWWSD and ensure timely delivery to support the implementation of psychosocial support sessions, life skills activities, awareness sessions, and Girl Friendly Spaces activities. 3- Scope of Supply The supplier will be expected to procure, assemble, package, and deliver 320 Wellness Kits for adolescent girls in accordance with the agreed specifications, quantities, quality standards, and delivery schedule. All supplied items shall be new, of good quality, properly packaged, and suitable for the intended project purposes. The supplier shall be responsible for: Procuring all items included in the approved Wellness Kit contents. Assembling and packaging each kit according to the approved specifications. Ensuring that all items meet the required quality standards. Delivering a total of 320 Wellness Kits to the four project locations as follows: Nablus: 80 kits Tulkarem: 80 kits Tubas: 80 kits Salfit: 80 kits Wellness Kit Contents Each Wellness Kit shall include personal hygiene and dignity items, including but not limited to: Personal hygiene items. Menstrual hygiene management products. Personal care supplies. Information materials included in the approved kit specifications. 3.1 Detailed Wellness Kit Contents Each Wellness Kit shall contain the following items. Suppliers shall submit their financial offers based on the specifications below. The detailed contents and specifications of each Wellness Kit are provided in Annex 1 Wellness Kit Contents and Specifications. Suppliers shall submit their financial offers based on the items and specifications listed in Annex 1, including the price per Wellness Kit. 4. Deliverables The selected supplier shall be responsible for delivering the following: Procurement of 320 Wellness Kits in accordance with the approved specifications, quantities, and quality standards. Provision of all approved Wellness Kit items as listed in Annex 1 Wellness Kit Contents and Specifications. Assembly and packaging of each Wellness Kit, ensuring that all required items are included, properly packed, and suitable for distribution. Supply of new, high-quality products with valid expiry dates (where applicable), free from defects or damage. Delivery of 320 Wellness Kits to the four targeted project locations as follows: Nablus: 80 kits Tulkarem: 80 kits Salfit: 80 kits Tubas: 80 kits Timely delivery of all kits according to the agreed delivery schedule. Replacement of any damaged, missing, defective, or non-compliant items at no additional cost. Coordination with PWWSD throughout the procurement, packaging, and delivery process to ensure compliance with the project requirements. Delivery shall be made to the four project governorates according to delivery instructions provided by PWWSD. 5. Qualifications The supplier should meet the following minimum requirements: Registered company or supplier legally authorized to supply hygiene, dignity, or personal care products. Demonstrated experience in supplying and delivering similar kits or related humanitarian, development, or NGO procurement contracts. Ability to procure, package, and deliver the required quantities within the agreed timeframe. Capacity to ensure product quality, proper packaging, and timely delivery. Experience working with NGOs or international organizations is considered an asset. 6. Contract Duration Implementation Period: July August 2026. Delivery Period: As agreed with PWWSD following contract signature. 7. Application Requirements Interested suppliers are requested to submit the following: Company profile. Valid business registration certificate. Financial offer in USD, including: Unit price per Wellness Kit. Total price for 320 Wellness Kits. Proposed delivery timeline. Previous experience in supplying similar goods (if available). 8. General Requirements A 10% income tax will be deducted from the total contract amount unless a valid deduction at source certificate is provided. The selected supplier will be required to submit a zero VAT invoice (0% VAT Invoice) for financial documentation. All supplied items must be new, unused, and comply with the technical specifications, quantities, and quality standards required by PWWSD. PWWSD reserves the right to inspect and verify the quality and quantity of all supplied items before accepting delivery. The supplier shall replace, at no additional cost, any damaged, defective, expired, or non-compliant items identified during inspection or upon delivery. Delivery shall be completed within the timeframe agreed upon in the Purchase Order/Contract. Payment shall be made only after the successful delivery, inspection, and acceptance of all supplied items by PWWSD. 9- Ethical Commitment The Palestinian Working Woman Society for Development (PWWSD) is committed to conducting all procurement processes with the highest standards of integrity, transparency, accountability, and fairness.
