General Procurement Notice for Development Works for the Remaining Parts of the Manongarivo Sector, Urban Commune of Morombe, Morombe District, Atsimo-Andrefana Region GENERAL PROCUREMENT NOTICE MADAGASCAR BAS-MANGOKY PERIMETER EXTENSION PROJECT, PHASE II (PEPBM II) GENERAL PROCUREMENT NOTICE The Government of the Republic of Madagascar has requested financing from the African Development Bank for the implementation of the BAS-MANGOKY PERIMETER EXTENSION PROJECT, PHASE II (PEPBM II). The overall objective of the project is to strengthen rice self-sufficiency and the incomes of populations in the South-West. The specific objective is to improve agricultural productivity to increase production in the South-West. The Project will benefit 63,700 people, including 35% women, who will derive their sources of income from agricultural employment. At least 4,000 direct jobs will be created through the project, through support to agribusiness, the promotion of essential services, the promotion of nutrition, and the execution of development works; Due to the close link between conflicts and food insecurity, the project aims to anticipate three major sources of fragility that can impact agriculture and food security, namely: recurrent exposure to climatic hazards, social inequality due to the low income of the local population, and the fragility/low capacity of structures responsible for water management and investments, for which the solution for the area is the improvement of crop irrigation. The project comprises the following components: PEPBM II is structured into three Components, namely Component A "Hydro-agricultural Developments"; Component B "Support to Value Chains and Agribusiness"; and Component C "Project Management and Coordination". Component A aims to (i) complete works in 05 sectors to reach the 10,000 Ha developed on the left bank of the Mangoky River; (ii) repair structures damaged by cyclones and provide for possible ad hoc support to enable stakeholders to intervene when necessary to ensure water availability; and (iii) ensure the execution of activities planned in the projects Environmental and Social (E&S) Safeguard documents. Component B aims to create the conditions enabling stakeholders operating within the perimeter to carry out, strengthen, and sustain their activities to guarantee the achievement of the projects desired impacts, namely improving the incomes of target populations and developing a local economy through the emergence of inclusive, competitive, and sustainable commercial and nutrition-sensitive value chains. Component C aims to create the conditions for the successful execution of the project, through (i) project guidance, coordination, and management; (ii) quality planning, Monitoring and Evaluation, and knowledge management; and (iii) effective supervision and review of its implementation by the Bank and the timely production of quality deliverables on implementation.
