Request for proposals for Veterinary Consultant (Avian Influenza & One Health Frontiers) Scope of Work The Veterinary Consultant will lead the animal health and livestock interface components of Technical Area 1 (Zoonotic Diseases) and Technical Area 2 (Biosafety and Biosecurity), providing technical leadership to strengthen risk-based surveillance, biosafety and biosecurity (BSS), multisectoral coordination, and emergency preparedness for HPAI and other priority zoonotic diseases in Georgia Detailed Description of Activities to be Performed 1. Conduct a Comprehensive Desk Review Support MEPA in conducting a comprehensive desk review of Georgias veterinary protocols, training materials, historical situation reports, surveillance data, contingency plans, risk assessments, and SOPs on HPAI surveillance on wild and domestic birds. Identify critical gaps HPAI surveillance, outbreak detection, reporting pathways and procedures, private poultry sector outbreak event interventions, and cross sectoral coordination between animal and human health authorities. Develop a Targeted Sampling Strategy Support the design and development of a risk-based and evidence-driven HPAI surveillance and sampling strategy for wild bird migratory flyways, commercial and backyard poultry farms, live-bird markets, and other high-risk human animal interfaces. Ensure synchronization with existing national surveillance systems, the Pandemic Fund sentinel infrastructure and multisectoral surveillance priorities to improve early detection and rapid response.
