Tenders are invited for Final Evaluation Consultant Building Economic Resilience for Gaza Service Location: Ramallah Request for Proposal (RFP) Final evaluation consultant Building Economic Resilience for Gaza Publication reference: 26/ 051/ OPTI / JRM The purpose of these Terms of Reference (ToR) is to define the scope, responsibilities, and expected deliverables for a consultant to conduct the endline and the final evaluation of the Building Economic Resilience for Gaza project. The project aims to promote inclusive and sustainable economic development within a better-functioning Palestinian economy, with a specific focus on strengthening the economic resilience of vulnerable economic groups in the Gaza Strip affected by recurrent political and economic shocks. The consultant will be expected to carry out a comprehensive and rigorous assessment of the projects performance, achievements, and overall contribution toward the intended outcomes and objectives. The evaluation will cover both the originally planned interventions and the adaptive responses introduced to address the impacts of the Gaza war and other emerging contextual challenges, while assessing the relevance, effectiveness, efficiency, sustainability, and overall impact of the project interventions. This assignment aims to conduct an endline study and final evaluation of the EU-funded Building Economic Resilience for Gaza project to assess the overall impact, effectiveness, relevance, and sustainability of the intervention at its conclusion. The study will measure the extent to which the project achieved its intended objectives in strengthening the economic resilience of vulnerable groups in the Gaza Strip, while also assessing how the project adapted its interventions in response to the Gaza war and other emerging contextual challenges. The evaluation should further examine how these adaptations contributed to the projects overall relevance, flexibility, and resilience in a highly volatile and crisis-affected environment. The consultant will be responsible for delivering the following outputs in line with Oxfams quality standards, the projects learning objectives, and ethical and data protection protocols. All deliverables must be in English (unless otherwise agreed) and submitted in editable formats. 1. Inception Report (within 10 working days of contract signing) Detailed workplan and timeline Finalized methodology for both the endline and final evaluation Sampling strategy and data collection tools (surveys, FGD/KII guides, etc.) Ethical and conflict-sensitive research approach Risk mitigation strategy considering access and operational constraints. 2. Draft Endline & Final Evaluation Report Executive summary Methodology, limitations, and tools Endline analysis with comparison against baseline data Final evaluation structured around OECD DAC criteria with an explicit analysis of adaptive programming and conflict-responsive changes Dedicated section on the impact of the Gaza war on project achievements. Key findings, conclusions, and actionable recommendations Annexes: tools used, list of stakeholders consulted, data tables, photos, etc. 3. Case Studies 2 human-centered or thematic case studies, including at least one example of successful project adaptation, crisis-response action, or resilience in the face of war-related challenges Each case study should include narrative context, quotes, and photos (if consent is granted), illustrating outcomes, adaptation, or resilience. 4. Raw Data Sets and Transcripts Clean, anonymized raw data in Excel or SPSS format, labeled clearly Copies of original interview and FGD transcripts or notes (where applicable) Consent forms and documentation of ethical protocols used 5. Validation Workshop Presentation of draft findings to Oxfam and partners (in person or virtual) Facilitation of feedback and discussion 6. Final Report and Summary Brief Final, revised report addressing all feedback Executive summary and 35-page summary brief highlighting key results, challenges, and lessons learned The final report must include actionable and context-specific recommendations for future programming.
