The Finnish Museum Agency, The Suomenlinna Administration Department (Procurement Unit) Tenders The Repair And Alteration Works (Contract) Of The Suomenlinna Buildings C53 Officers Club And C52 Kurtiinitalo / Bastioni Bielke In Accordance With This Request For Tender And The Documents Attached To It. Suomenlinna Has Been Added To The Unesco World Heritage List And Is A Nationally Significant Built Cultural Environment. On 25 January 2022, The Ministry Of The Environment Has Confirmed The Decision Of The Center For Business, Transport And The Environment Of Uusimaa To Protect Suomenlinna Under The Act On The Protection Of Built Heritage. The Officers Club Building C53 Is Classified As S1 In The Conservation Classification. Repairs And Changes Must Be Based On Sufficient Reports On The History, Characteristics And Condition Of The Object. The Structural And Material Solutions Must Be Suitable For The Historical Characteristics Of The Buildings. The Measures Must Be Conservative, Restorative Or Otherwise Suitable For The Characteristics Of The Sites. Competent Preservation Experts From The Finnish Museum Agency Are Consulted In The Changes And Repair Work As Specified In The Tender Documents. Building C53 Is The Oldest Building In Finland Originally Built As An Officers Club, The Purpose Of Which Has Remained The Same. C52 Kurtiinitalo And Bastioni Bielke Are Protected Buildings Related To The Construction Stages Of The 18Th Century, Which Are Currently Mainly Used For Residential Purposes And Facilities Related To The Exit Arrangements Of C53. The Buildings Are Owned By The Finnish State And Managed By The Suomenlinna Management Department Of The Finnish Museum Agency. The Contract Concerns The Implementation Of The 3Rd Phase Works In Accordance With The C53 Officers Club Building Permit In Two Separately Defined Construction Phases. C53 The Goal Of The Third Phase Of The Repair And Alteration Works Of The Officers Club Is To Promote The Realization Of The Whole In Accordance With The Building Permit And To Improve The Buildings Exit Arrangements, Fire And Personal Safety, The Functionality Of Gravity Ventilation, And The Conditions For The Use Of Gathering Spaces. The Works Include Structural, Building, Hvac And Electrical Engineering Changes As Well As Surface Treatment And Protection Of The Contract Areas In Accordance With The Tender Documents. The Project Has Been Granted Construction Permit Lp-091-2024-04047. Phase 1 – Construction Phase 1 Includes Work To Be Carried Out During 2026 (Preliminary Contract Period 1 October To 31 December 2026). The Work Has Been Limited In Such A Way That The Use Of The Officers Clubs Banquet Facilities Is Not Interrupted. The Other Use Of The Building And The Residential Use Of C52 Will Continue During The Contract To The Extent Specified In The Tender Documents. The Works Of The 2026 Contract Phase Included In Construction Phase 1 Are Indicated In The Plans And Appendix 4. Phase 2 – Construction Phase 2 Includes The Remaining Works Required For The Building Permit And The Use Of The Meeting Space. The Implementation Of The Construction Phase Requires A Later Shutdown, The Securing Of Financing And A Separate Written Order Decision From The Procurement Unit. The Work That Will Be Carried Out Later In Construction Phase 2 Is Marked In The Plans With The Marking Does Not Belong To The 2026 Contract Phase / Later Phase Or A Similar Limitation. The More Detailed Content Of The Construction Phases And The Boundaries Between Them Are Defined In Appendix 4 Contract Content Of Construction Phases 1 And 2 / Phasing And Limitation Appendix And In Other Calculation Documents. The Bidder Must Give A Separate Bid Price For Each Construction Phase. Partial Bids Or Alternative Bids Will Not Be Accepted. The Tenderer Must Offer Both Construction Phases. The Form Of Contract Is A Fixed-Price Total Contract. The Starting Point Is The Plans Made By The Designers Hired By The Customer. The Contract Complies With The General Contract Terms Of The Construction Contract Yse 1998 With The Clarifications And Exceptions Presented In The Tender Documents. The Main Contractor Is Responsible For The Entire Contract And Acts As The Main Implementer As Intended By The Legislation. In Its Offer, The Main Contractor Must Name A Foreman Responsible For The Project, Who Has A Qualification That Is Acceptable To The Building Control Authority And Corresponds To The Demands Of The Task, Or A Corresponding Reliable Statement Of Qualification. The Contractor For The Construction Works Acts As The Main Contractor And Main Implementer. The Main Contractor Can Carry Out The Building Technical Works As His Own Work Or Use Subcontractors To Carry Them Out. The Building Technical Subcontractors Used By The Main Contractor Must Be Approved By The Customer Before Starting The Work In Question. The Tenderer Must Familiarize Himself With All Calculation Documents And Take Into Account In His Offer The Phasing According To The Request For Tender, Contract Program, Contract Limit Appendix, Phasing And Delimitation Appendix, And Plans. The Contract Calculation Material Is Available Via The Link Provided In The Procurement Notice. The Material Is Organized In Subfolders According To Design Fields. The Tender Includes All Contract Calculation Documents Made Available Through The Link At The Time Of Publication Of The Tender. The Tenderer Is Responsible For Having Taken Into Account All The Specifications Published By The Deadline In Their Offer.
