About the Asian Disaster Preparedness Center: The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences, envisioning safer communities and sustainable development through disaster risk reduction. Being an autonomous international organization governed by the Board of Trustees. It supports sustainable solutions for disaster risk reduction across a broad range of specialist areas, with a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPCs Strategy 2030 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific with various programs being implemented under 15 strategic themes by three departments, namely the Preparedness and Climate Actions, Risk Analytics and Climate Services, and Risk Governance and Financing. In addition to these, ADPC also works on three cross-cutting themes: Gender and Diversity, Innovation, and Regional and Transboundary Cooperation through permanent working committees. These activities are supported by proactive individual departments of Finance, Human Resources, and Administration. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. Department Introduction The Preparedness and Climate Action (PCA) Department of ADPC focuses on enhancing the preparedness and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes. C.Statement of Intent The Institutional Strengthening through Preparedness and Inclusive Response in India (INSPIRE) Program is a collaborative initiative by the Asian Disaster Preparedness Center (ADPC), the National Disaster Management Authority (NDMA), the National Disaster Response Force (NDRF), and state institutions in Odisha, Gujarat, and Kerala. The program aims to enhance institutional systems for disaster preparedness and climate action at the national and state levels, while contributing to regional cooperation in the Bay of Bengal. Through INSPIRE, ADPC works closely with national and state-level stakeholders to promote risk-informed planning, strengthen local capacities, and support sustainable disaster management practices. The program focuses on advancing institutional leadership and technical capacities within strategic government institutions, enabling them to play a central role in managing disasters and responding to climate shocks. It also fosters the development of innovative, data-driven solutions and promotes cross-learning through structured regional collaboration. As part of the programme, the Odisha State Disaster Management Authority (OSDMA) is exploring the establishment of an Immersive Learning Centre (ILC) within the State Institute of Disaster Resilience (SIDR). The proposed facility is envisioned as a technology-enabled experiential learning environment to strengthen disaster preparedness, applied learning, and simulation-based training. The facility should provide a flexible learning environment that can be expanded over time and serve as a model for future immersive learning facilities in disaster management institutions. ADPC seeks to engage an Architect/Planner to translate this concept into an implementable architectural proposal. The assignment will develop the Functional Design Brief, prepare concept design options, develop the preferred option to schematic design level, and prepare indicative cost estimates and a preliminary Bill of Quantities to support Government decision-making and subsequent detailed design. This assignment includes concept planning, schematic architectural design, preliminary specifications, indicative cost estimates, and preliminary Bills of Quantities for planning and budgeting purposes. It excludes detailed engineering design, structural design, MEP design, tender documentation, and construction supervision. The Consultant will work closely with ADPC and OSDMA throughout the assignment. D.Expected Outputs: The Consultant shall deliver a structured set of architectural planning, concept design, and preliminary cost estimation outputs to support the proposed Immersive Learning Center (ILC) within SIDM, Odisha. All outputs shall be aligned with the concept inputs, consultations, functional requirements, and institutional directions provided by ADPC and OSDMA. The Consultant shall deliver the following outputs: Inception Report and Functional Design Brief: The Consultant shall prepare an Inception Report and Functional Design Brief that establishes a common understanding of the assignment, confirms the approach and work plan, and translates stakeholder requirements into a clear functional and spatial brief to guide the architectural design process. The output shall include: methodology and workplan; stakeholder consultation plan; review of available background information; benchmarking of relevant facilities; functional and spatial requirements; planning assumptions; and Functional Design Brief 2. Concept Design Options: The Consultant shall develop concept design options that translate the Functional Design Brief into practical architectural solutions for consideration by ADPC and OSDMA. The options should demonstrate alternative approaches to spatial organisation, functionality, and user experience and support the selection of a preferred concept for further development. The output shall include: up to two concept design options; functional zoning; indicative layouts; area statement; design rationale; and recommendation of a preferred option 3. Schematic Architectural Design Package: Based on the preferred concept approved by ADPC and OSDMA, the Consultant shall prepare a Schematic Architectural Design Package that develops the selected option to a level sufficient for institutional review, budgeting, and subsequent detailed design. The output shall include: site integration plan; dimensioned floor plans; area statement and space schedule; key sections and elevations, where required; indicative 3D views; design notes; and phased implementation approach, where applicable 4. Cost Estimate and Preliminary Bill of Quantities: The Consultant shall prepare an indicative cost estimate and preliminary Bill of Quantities for the approved schematic design to support budgeting, planning, and investment decision-making. The cost estimate shall clearly identify assumptions and exclusions and shall not be considered a detailed engineering estimate. The output shall include: indicative cost estimate; preliminary Bill of Quantities; major cost categories; and assumptions and exclusions 5. Final Report and Presentation Package: The Consultant shall consolidate all approved outputs into a final report and presentation package suitable for submission to ADPC and OSDMA. The final submission shall provide a coherent record of the assignment, document the recommended design solution, and support subsequent stages of project development. The output shall include: final report; presentation slides; editable drawings; CAD files, where applicable; Excel cost estimate and BoQ; and PDF versions of all outputs. Close-out Support: The Consultant shall provide close-out support after completion of the main technical deliverables. This support shall be provided on an as-needed basis to assist ADPC and OSDMA in responding to final clarifications, compiling submission materials, addressing comments, and supporting the handover of editable files and final documentation. E. Scope of Work/Responsibilities and Tasks: Task 1. Preparation of the Functional Design Brief The Consultant shall: review background documents, available drawings, and relevant information provided by ADPC and OSDMA; undertake consultations with ADPC, OSDMA, and other relevant stakeholders; review relevant national and international examples of immersive learning and simulation facilities; define the functional and spatial requirements for the proposed ILC; and Prepare the Functional Design Brief to guide concept development. Task 2. Development of Concept Design Options The Consultant shall: develop up to two concept design options; prepare concept layouts and presentation materials; present the options to ADPC and OSDMA; revise the options based on comments received; and support selection of the preferred option. Task 3.
