Electronic Signature Certification Services - Issuance Of Qualified Timestamp Certificates In Connection With The Commitments Of The Social Assistance Agency (Asp) Under The Ordinance On The Criteria, Conditions And Procedure For Determining The Status Of A Household In A Situation Of Energy Poverty And The Status Of A Vulnerable Client For Electricity Supply. The Subject Of This Order Are Services For Issuing, Maintaining And Managing Certificates For Qualified Electronic Time Stamps For The Needs Of The Social Assistance Agency (Asp) And Its Territorial Structures. According To Art. 27 Of The Ordinance Asp Has An Obligation To Notify Through The Information System Under Art. 11 Of The Ordinance, The Relevant Final Supplier And The Relevant Electricity Distribution Network Operator, For Persons With A Certified Status Of A Vulnerable Client For Electricity Supply. According To Art. 29, Para. 4 Of The Ordinance, The Certificate For The Status Of A Vulnerable Client Is Issued By The Director Of The Social Assistance Directorate At The Current Address Of The Person For Whom The Status Has Been Established. The Term Of The Document Certifying The Status Of A Household In A Situation Of Energy Poverty Is 12 Months, Starting From The 1St Of The Month Following The Month Of Issuance Of The Document Certifying The Status Of A Vulnerable Customer For The Supply Of Electricity. Given The Above, The Asp Has Obligations To The Information System On The One Hand, As Well As With Regard To Issuing Certificates To Citizens Through The System. In Order To Fulfill The Above Obligations, Asp Should Provide Itself With Services For Issuing, Maintaining And Managing Certificates For Qualified Electronic Time Stamps. According To Art. 3, Item 34 Regulation (Eu) No. 910/2014 (Eidas) Qualified Electronic Time Stamp Means Data In Electronic Form That Links Other Data In Electronic Form To A Specific Point In Time And Constitutes Evidence That The Last Data Existed At The Relevant Point In Time And The Qualified Electronic Time Stamp Binds The Date And Time To The Data In A Way That Largely Excludes The Possibility Of Undetected Data Change, Is Based On An Accurate Time Source Related To Coordinated Universal Time And Is Signed With An Advanced Electronic Signature Or Stamped With An Advanced Electronic Seal Of A Qualified Certification Service Provider Or Other Equivalent Method. ​​​​​​​​​​​The Estimated Number Of Qualified Electronic Time Stamps That The Contracting Authority Intends To Apply For The Entire Term Of The Contract Is Up To 180,000 Per Month Or 6,480,000 Pieces. In The Event That The Number Of Qualified Time Stamp Certificates Issued By The Contractor For The Relevant Calendar Month Is Below 180,000, The Difference To The Estimated Consumption For That Month Will Be Transferred To The Remainder Of The Contractors Qualified Time Stamp Certificates Provided For The Term Of The Contract. In The Event That The Number Of Qualified Time Stamp Certificates Issued By The Contractor For The Relevant Calendar Month Is More Than 180,000, The Amount By Which The Estimated Consumption Is Exceeded Will Be Absorbed By The Contracting Party To The Number Of Remaining Qualified Time Stamp Certificates Until The End Of The Contract.
