Integrated Adult Drug And Alcohol Treatment And Recovery Servicelondon Borough Of Tower Hamletsthe London Borough Of Tower Hamlets Is Undertaking A Soft Market Test To Inform The Future Procurement Of An Integrated Adult Drug And Alcohol Treatment And Recovery Service, Anticipated To Commence In October 2027.The Council Is Seeking Feedback From Providers, Voluntary And Community Sector Organisations, Partnerships And Other Stakeholders On A Proposed Single Accountable Lead-Provider Model For The Delivery Of Integrated Adult Substance Misuse Treatment And Recovery Services. The Proposed Service Will Support Adults Experiencing Drug And Alcohol Dependency, Including Individuals With Complex Needs, Co-Occurring Mental Health Conditions, Homelessness, Criminal Justice Involvement And Other Forms Of Multiple Disadvantage. The Anticipated Contract Value Is Approximately £7.0M To £7.3M Per Annum, With A Proposed Contract Term Of 3 Years Plus Two Optional 1-Year Extensions.This Exercise Is Intended Solely To Inform The Council'S Future Commissioning And Procurement Approach. It Is Not A Call For Competition, Invitation To Tender, Or Pre-Qualification Exercise, And Participation Will Not Confer Any Advantage Or Disadvantage In Any Subsequent Procurement Process.Interested Organisations Are Invited To Review The Soft Market Test Brief And Complete The Accompanying Questionnaire. The Council Is Particularly Interested In Views Regarding:The Viability Of The Proposed Lead-Provider Model.Service Integration And Partnership Arrangements.Interfaces With Criminal Justice, Primary Care, Mental Health And Other Support Services.Workforce, Mobilisation And Delivery Considerations.Digital Innovation, Social Value And Lived-Experience Involvement.Opportunities For Collaboration With Voluntary And Community Sector Organisations.
