Background The Tarabut Project is co-funded by the European Union (EU) and ACCD and implemented by Safadi Foundation and AIDA. The project seeks to achieve its intended objectives and results through a defined set of activities, outputs, outcomes, and interventions implemented over the project lifecycle. Following the completion of the first year of project implementation, Safadi Foundation and AIDA seek to engage an independent external evaluator to conduct a comprehensive review of the projects programmatic progress and implementation performance. The evaluation will assess the extent to which the project has progressed toward its intended outputs, outcomes, indicators, and targets during the first year of implementation. It will identify achievements, implementation gaps, delays, underperformance, emerging risks, and lessons learned, and determine whether corrective measures or programmatic readjustments are required for the remaining implementation period. The evaluation will rely primarily on available project evidence, including Monitoring, Evaluation, Accountability and Learning (MEAL) data and reports, progress reports, activity reports, indicator tracking tools, and documented activities and outputs that have been completed or are currently in progress. This evidence will be complemented, as appropriate, by consultations with project teams, partners, stakeholders, and selected beneficiaries. The assignment is expected to be completed within approximately one to two months, culminating in a comprehensive external evaluation report containing findings, conclusions, and practical recommendations to guide the remaining period of project implementation. 2. Purpose of the Evaluation The purpose of the Year 1 external evaluation is to provide an independent, evidence-based assessment of the Tarabut Projects overall programmatic progress and performance during its first year of implementation. Specifically, the evaluation will: Assess overall progress achieved during the first year of project implementation. Evaluate progress against the projects approved objectives, outputs, outcomes, indicators, and targets. Determine whether implementation and results are on track to achieve the projects intended objectives by the end of the project period. Assess the relevance, effectiveness, and efficiency of project implementation to date. Identify targets and indicators that have been achieved, are on track, have been underachieved, or are at risk of not being achieved. Analyze the underlying causes of delays, gaps, or underperformance. Identify implementation challenges, bottlenecks, risks, and emerging contextual factors affecting project performance. Assess whether the current project strategy, activities, implementation modalities, and work plan remain appropriate for achieving the intended results. Determine whether corrective actions, programmatic changes, implementation adjustments, or strategic readjustments are required. Assess the adequacy and effectiveness of the projects MEAL systems and the reliability of available evidence for measuring and reporting progress. Capture key lessons learned and good practices from the first year of implementation. Provide clear, practical, and actionable recommendations to strengthen project implementation and results during the remaining project period. 3. Evaluation Objectives The external evaluator will be responsible for achieving the following objectives: 1. Review and independently assess the overall implementation status of the Tarabut Project following its first year of implementation.2. Assess the extent to which planned activities and outputs have been completed or are progressing according to the approved implementation plan.3. Assess progress toward the achievement of intended project outcomes and objectives.4. Review performance against the projects results framework, logical framework, indicators, baselines, milestones, and targets.5. Categorize key indicators and targets, where possible, as: Achieved; On track; Partially achieved or underachieved; Delayed; At risk; or Not achieved.6. Identify and analyze the factors contributing to successful implementation, delays, underachievement, or deviations from planned targets.7. Assess the relevance and appropriateness of activities and implementation approaches in relation to the project objectives, target groups, and evolving implementation context.8. Review the effectiveness of project management, implementation arrangements, coordination mechanisms, and partnership arrangements between Safadi Foundation and AIDA.9. Assess the projects MEAL framework, including the quality, completeness, consistency, and use of monitoring data and reporting mechanisms.10. Determine whether the project requires any corrective actions, programmatic modifications, strategic adjustments, changes in implementation approaches, or revisions to implementation priorities to maximize the likelihood of achieving its intended results.11. Where targets have been missed or are likely to be underachieved, provide specific recommendations on how performance can be improved during the remaining implementation period.12. Identify lessons learned, good practices, and areas for improvement that can inform future implementation and decision-making.4. Scope of the Evaluation The evaluation will cover the first year of Tarabut Project implementation and will examine all relevant project components and activities implemented by Safadi Foundation and AIDA during the evaluation period. The scope will include, but will not necessarily be limited to: Overall programmatic progress during Year 1. Progress against the projects logical framework and results framework. Achievement of planned activities, outputs, outcomes, indicators, and targets. Activities completed, ongoing, delayed, modified, or not initiated. Quality and timeliness of implementation. Beneficiary reach, participation, and engagement, where relevant. Performance against agreed implementation plans and schedules. Project management and implementation mechanisms. Coordination and partnership arrangements between Safadi Foundation and AIDA. Coordination with relevant stakeholders and partners, where applicable. Effectiveness and adequacy of MEAL systems. Quality and reliability of project monitoring and reporting data. Identification and management of implementation risks and challenges. Emerging lessons, good practices, and opportunities for improvement. The continued relevance and feasibility of the projects implementation strategy and targets. The evaluator will pay particular attention to areas where actual performance differs materially from planned performance and assess whether these deviations require corrective action or programmatic readjustment. 5. Evaluation Methodology The evaluator will propose a detailed methodology as part of the inception phase. The methodology should be appropriate to the projects nature and context and should use a mixed-methods and evidence-based approach, combining quantitative and qualitative analysis. 5.1 Desk Review The evaluator will conduct a comprehensive review of available project documentation, including, as applicable: Approved project proposal and relevant amendments. Project logical framework and results framework. Indicator definitions, baselines, milestones, and targets. MEAL framework, plans, reports, and monitoring data. Annual, interim, and periodic progress reports. Activity reports and supporting documentation. Output tracking and indicator performance tools. Project work plans and implementation schedules. Beneficiary and participant data, where applicable. Relevant assessments, studies, and surveys. Donor reports and other relevant reporting documents. Partnership and coordination documents, where relevant. Any other documentation considered necessary for the evaluation. 5.2 Key Informant Interviews and Stakeholder Consultations The evaluator will conduct interviews and/or consultations, as appropriate, with: Project management and coordination teams. Relevant Safadi Foundation staff. Relevant AIDA staff. MEAL personnel. Relevant project partners and stakeholders. Selected beneficiaries or project participants, where appropriate and feasible. Other relevant stakeholders identified during the inception phase. 5.3 Data Verification and Performance Analysis The evaluator will: Analyze available quantitative and qualitative project data. Triangulate findings from different sources to ensure accuracy and reliability. Verify reported achievements against available supporting evidence. Assess performance against indicators, milestones, and targets. Identify discrepancies or data gaps, where applicable. Assess whether reported outputs and results are adequately supported by MEAL and implementation evidence. Where sufficient data are available, the evaluator should provide a clear performance matrix or dashboard showing planned versus actual achievements for key indicators and outputs, together with the evaluators assessment of performance status and recommended actions. 6. Key Evaluation Criteria and Questions 6.1 Relevance To what extent do the project objectives and activities remain relevant to the needs and priorities of the targeted beneficiaries? Have there been contextual changes that affect the continued relevance of the project design or implementation approach? Are the current interventions and activities appropriate for achieving the intended results? 6.2 Effectiveness To what extent have planned activities and outputs been achieved during the first year?
