Survey Services – Framework Agreement Via An Open Procedure For An Analytical Study Relating To Technologies For Detecting Chemical And Biological Agents (Cb), In The Context Of Intentional Acts Targeting Essential Infrastructure On Behalf Of The Fps Interior. Under The Supervision Of The Contracting Authority, The Service Provider Must Carry Out An Analytical Study Intended To Provide Strategic Decision Support Aimed At Guiding The Establishment Of An Early Detection System For Cb Agents In The Context Of Intentional Acts. The Analytical Study Is Based On A Method Of Documentary Research, Technological Comparison And Strategic Evaluation. It Does Not Constitute An Equipment Acquisition Phase Nor An Operational Deployment Project. The Service Provider Has Complete Methodological Freedom, As Long As The Expected Deliverables Are Produced, Usable And Comply With The Essential Requirements Defined; In This Sense, The Expected Deliverables Must Allow: 1) An Understanding Of The Technologies Available; 2) An Objective Comparison Contextualized By The Employment Contexts Defined In Point 1.4 Of Document B; 3) Operational And Financially Controlled Recommendations. The Analytical Study Must Make It Possible To Answer The Following Questions: • Which Chemical And Biological Agents Present The Most Credible And Serious Threat In The Context Of An Intentional Act Targeting Belgian Essential Infrastructure Or Population Gatherings? • Which Detection Technologies Are The Most Efficient For These Specific Agents, In The Identified Employment Contexts? • What Combination Of Fixed And Mobile Technologies Makes It Possible To Optimally Cover The Priority Contexts Identified By The Risk Analysis? • What Cost/Efficiency/Coverage Balance Is Achievable Within The Framework Of A Realistic Deployment On Belgian Essential Infrastructures? The Analytical Study Does Not Provide For The Carrying Out Of: • Technical Tests In Real Conditions; • Experimental Evaluations Of Equipment; • Measurement Or Detection Campaigns. The Analytical Study Will Mainly Be Based On: • Available Technical Data; • Existing Feedback; • Information Communicated By Manufacturers Or Users. The Service Provider Must Guarantee A Neutral And Independent Approach In The Analytical Study Of The Technologies Studied. The Recommendations Made May Under No Circumstances Be Oriented In Such A Way As To Favor A Particular Supplier Or A Specific Technology Without Objective Technical Justification. The Analytical Study Must Be Structured Into Three Successive And Interdependent Components, Each Composed Of One Or More Deliverables. These Three Aspects Are Described In Points 1.3. To 1.5 Of Document B.
