Tenders are invited for Emergency Programme for Public Interest Media -Production Services Closing Date: Thursday, 06. Aug 2026 Intervention Sector(s): Communications & Media Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), Deutsche Welle Akademie launches an Emergency Program for Public-Interest Media that aims to help media organizations maintain quality journalism and continue serving their audiences during the current war context. This program responds to the cumulative crises facing media organizations in Lebanon, threatening their sustainability and operational capacity. It aims to safeguard and enhance the quality of public-interest media providing independent, ethical, and socially relevant content that fosters social cohesion and creates spaces for dialogue in conflict situations. Production timeframe and remuneration The program requires quality reporting services from Lebanese PIMs that promote socil cohesion and dialogue. The service will be required during the time from the 31st of August until 15th of December 2026. The maximum remuneration for the service is limited to 20,000 USD. Deliverables : producing and publishing a multually agreed upon number of content relevant to social cohesion and dialogue in times of crisis; Production in various journalistic formats; Creating/providing platforms for exchange with the audience; Providing a detailed log/report on all produced and published items for documentation purposes to DW Akademie. Requirements: the produced content should target different ages of the audience; the produced content needs to be published/broadcasted through all possible distribution and social media channels of the media outlet; The produced content could ultimately be presented as a best-practice example in professional exchange forums and serve as a basis for social dialogue. Ethical Standards Applicants must: Adhere to principles of independent journalism and professional ethics. Refrain from producing content that promotes hate speech, incitement, or violence. Ensure that supported activities contribute to social cohesion, informed public discourse, and community resilience. Uphold human rights, diversity, inclusion, and non-discrimination. How to apply Eligibility Criteria Eligible applicants must be public interest media organizations (PIMs) that meet the following criteria: Be an established media platform with regular publishing and strong journalistic and technical expertise; Produce reliable, high-quality journalism that serves the public interest at hyperlocal, local, or regional levels; Demonstrate editorial independence and transparency in governance, finances, and editorial processes; Have a clear mission, vision, Code of Ethics; Be community-oriented and committed to including underserved or marginalized voices in public discourse; Be respectful, inclusive and represent marginalized communities. Selection Process and Criteria Applications will be assessed based on fulfilment of the eligibility qualitative criteria; the relevance of the proposed topics and their potential conversation, Applications will be assessed against the following criteria: Eligibility and urgency of emergency need; Contribution to quality public interest journalism; Relevance of content ideas on topics related to dialogue and social cohesion in times of crisis; and the variety of the dissemination formats used.
