Aug 2026 Intervention Sector(s): Advocacy & Awareness Remuneration range: 5000 to 6000 (USD) Duration of Contract: 2 Months About the Program: LLWB, in partnership with UK embassy is leading on a project that aims to facilitate and increase female representation on Board of Syndicates, Universities, Board of Organizations and Public Institutions in Lebanon, promoting gender equality and diversity in decision-making positions. In this iteration of the programme, LLWB will engage a Senior Consultant to supervise and provide technical guidance to LLWBs three-person Gender Audit Team in conducting gender audits across three ministries and/or public institutions. Following the audits, the Consultant will supervise the development of a Gender Action Plan for each institution. Participating institutions will identify best practices and gaps in policies, knowledge, and practice for gender mainstreaming at various levels. The institutions will develop a gender-sensitive action plan. The participatory methodology will help identify needs for capacity building in gender at the levels of individuals and the organization, be it a ministry or a public institution The project will also, later, mentor women selected from these institutions to be members of boards as per LLWB flagship journey of supporting women in boards of institutions. The project will also support selected women from each institution to receive 2 certifications of graduation recognized internationally: the Board Diversity Program and the Corporate Directors Program. Scope of Consultancy: LLWB is seeking a qualified Senior Consultant to provide technical supervision and quality assurance over the participatory gender audit process conducted by LLWBs gender audit team across three (3) ministries and/or public institutions in Lebanon to establish a baseline on gender mainstreaming. The gender audit will seek to promote learning on individual and organizational levels on how to practically and effectively mainstream gender in the policies, procedures, programs, content production, and structures of the participating organizations. LLWB is looking to recruit a consultant who is a certified gender expert from ITCILO and has experience working with public institutions and/or ministries to provide oversight, coaching, and validation. The gender audit team will execute the fieldwork under the consultants direct technical guidance. The participatory gender audit aims to integrate a gender perspective into the institutions policies, practices and programs. It is an effective tool for promoting adult learning on an individual level as well as on the organisational level. It guarantees that a gender approach is being developed in a self-reflective approach to consolidate gender equality, non-discriminatory and inclusive values at the different levels of the organisations structure, the policies and programs, the knowledge production (research), the internal procedures, written and customary, and the language used in the different communication tools used by the institution. The report of the gender audit must include a set of practical and impactful recommendations to address and implement the results and findings of the gender audit in the ministry and or public administration on the short term and long term. Based on the report, and additionally a gender action plan will be developed for the institution. This will include as per the ILO method: Prepare one inception report outlining the methodology, detailed work plan, timeline, roles and responsibilities for conducting the gender audits in the three public institutions. Conduct an initial technical coaching session for the Gender Audit Team and provide ongoing methodological guidance throughout the assignment, particularly before and after meetings, interviews and field visits at least 6 meetings to be held. Review and quality assure the analysis of institutional documents, including policies, strategies, budgets, codes of conduct, internal procedures, guidelines, communications, and other relevant institutional products. Review, provide technical comments on and validate the survey instrument prepared by the Gender Audit Team, ensuring that it is gender-sensitive, relevant to the institutional context and appropriate for staff and other relevant stakeholders. Review and validate the semi-structured interview guide and the proposed list of interviewees for each institution. Provide methodological oversight for at least five key informant interviews per institution, for a minimum of 15 interviews across the three institutions. The Expert shall guide the Gender Audit Team in analyzing the interview findings from a gender perspective. Participate in at least one field visit to each of the three institutions to observe the audit process, meet with the institutional focal points and provide direct technical feedback to the Gender Audit Team. Review, quality-assure and validate the draft gender audit report prepared by the Gender Audit Team for each institution, ensuring that the findings are evidence-based, the methodology is correctly applied and the recommendations are practical and institution-specific. Lead or co-lead, alongside the Gender Audit Team and LLWB, the presentation of the gender audit findings to each institution, including the methodology, key findings, good practices, identified gaps and recommendations. Supervise the Gender Audit Team in preparing one Gender Action Plan for each institution, ensuring that the audit findings are translated into clear, realistic and measurable short-, medium- and long-term actions. Review and validate the final gender audit report and Gender Action Plan for each of the three institutions before their submission to LLWB and the respective institution. Co-lead the final validation session for the Gender Action Plan with each public institution, alongside LLWB and the Gender Audit Team, and ensure that the agreed feedback is reflected in the final documents. Timeline: The assignment will be implemented from August to the end of September 2026. The final institutional validation sessions shall be completed no later than the end of October 2026. The Consultant shall submit a detailed timeline as part of the inception report. Required Qualifications: Applicants must hold a masters degree in social sciences, socio-economic sciences, gender studies or another relevant field and must be trained and certified by the ITCILO in Participatory Gender Audits. The following qualifications are required; At least five years of work experience in conducting gender audits and/or related DEI organizational assessments. Relevant experience with Ministries and Public Institutions in the arenas of organizational development, raising safeguarding and accountability standards. Experience in facilitating participatory gender audits and drafting impactful gender action plans is mandatory. Please scan and add your ITC ILO Certification in PGA and clearly define in the cover letter your experience in leading participatory gender audits. Fluency in Arabic is necessary, In presence in Lebanon to perform the supervision of the audit is mandatory, Availability to work and to be agile as per the institutions calendar and needs. Ability to review and quality-assure gender audit reports in English and Arabic, ensuring clear contextualization, evidence-based findings, good practices and areas for improvement. Ability to supervise and validate clear and impactful Gender Action Plans containing structured short-, medium- and long-term recommendations. Ability to communicate easily with high-level public-sector representatives is needed LLWB will select the Senior Consultant best suited to this supervisory assignment, considering the proposal submitted, experience supervising audit teams and engaging with public-sector institutions, cost, and availability across the full duration of the assignment. Deliverables: Inception report outlining the supervision methodology and work plan for the three institutions, prepared with the Gender Audit Team and presented to LLWB and the institutional focal points. Evidence of technical supervision and coaching provided to the Gender Audit Team, including review notes, coaching records and quality-assurance checklists. Review and validation of the desk review tools, survey, KII guides, in English and Arabic, where required. Validated draft gender audit report for each of the three institutions, shared with LLWB and the respective institution for feedback. Led or co-led presentation of gender audit findings for each of the three institutions. Final validated gender audit report and Gender Action Plan for each institution, including evidence-based findings, recommendations and short-, medium- and long-term actions. Led or co-led final presentation and validation session of the Gender Action Plan for each institution. Through this call for proposals, LLWB invites interested consultants to submit a cover letter confirming their commitment to provide technical supervision, coaching, quality assurance and validation throughout the gender audit process and the development of the Gender Action Plans. Applicants must also submit a financial proposal covering all deliverables and the required Lebanese Ministry of Finance registration documents. Failure to provide the required financial documentation will result in the deduction of the applicable 8.5% withholding tax, in accordance with Lebanese law.
