Tenders are invited for Recruitment of a consultant to conduct the final evaluation of the project: Defending Oneself Work organization The mission will be conducted in close collaboration with Equipop and the consortium partners. A kick-off meeting will be held to share expectations, available documentation, and practical details of the assignment. The consultant will propose a participatory methodology combining document review, individual interviews, focus groups, site visits, and any other methods deemed relevant. Regular exchanges with the steering committee will allow the various stages of the evaluation to be validated. Description of deliverables Deliverable 1: Scoping Note The consultant will produce a scoping document outlining, in particular: · understanding the projects challenges; · the detailed methodology; · evaluative questions; · data collection tools; · the worktop; · the detailed schedule. This note will be presented and then validated by the steering committee. Deliverable 2: Draft Report Following data collection, a preliminary report will present: · the main findings; · analysis of evaluation criteria; · the major lessons; · the initial recommendations. This report will be discussed with Equipop and partners. Deliverable 3: Final Report The final report will incorporate the observations made during the various feedback meetings. He will notably present: · the final conclusions; · the lessons learned; · prioritized strategic and operational recommendations; · the methodological appendices. Qualifications and skills required The consultant (or team of consultants) will need to justify: · at least ten years of experience in evaluating development projects; · excellent command of evaluation methods according to OECD DAC standards; · solid expertise on issues of gender, feminism and the fight against gender-based and sexual violence; · proven experience in evaluating projects led by civil society organizations; · work experience in Burkina Faso or in comparable contexts; · excellent writing skills in French; · from experience in facilitating participatory processes.
