Tenders are invited for PostMass Drug Administration Coverage Evaluation Survey for Oncho Consultancy Sightsavers is looking to engage a consultancy firm or a team of independent consultants highly skilled in epidemiology studies and evaluations in Benin to conduct the CES. We expect the consultancy team will have both an MD in public health and a Statistician/Biostatistician within the group. Consultancy/consultants expertise Medical Doctor (MD) with a masters in Public Health, Epidemiology, Tropical Medicine, Statistics, Biostatistics, or a related quantitative field; PhD highly desirable. Extensive experience in both public health epidemiology and programme evaluation and statistical analysis of public health data. Proven experience designing, implementing, supervising, and analysing large-scale population-based and household surveys, including Coverage Evaluation Surveys (CES). Proven expertise in cluster sampling methodologies and complex survey design and analysis. Strong experience working in sub-Saharan Africa, with thorough knowledge of the public health system and survey implementation context in Benin. Demonstrated experience supporting Neglected Tropical Disease (NTD) programmes and monitoring activities aligned with WHO standards. Advanced proficiency in epidemiological research, statistical analysis, data management, validation, and interpretation of complex datasets. Strong command of statistical software and data analysis tools such as R, Stata, SPSS, Power BI, or equivalent. Proven ability to compare, validate, and interpret survey findings against routine administrative and programme data. Significant experience providing technical advice, capacity building, and research support to Ministries of Health, public health institutions, and development partners. Experience leading multidisciplinary teams and coordinating stakeholders, including government bodies, NGOs, research institutions, and international partners. Excellent analytical, problem-solving, and decision-making skills, with a strong commitment to data quality, confidentiality, and research integrity. Outstanding report-writing, data visualisation, and presentation skills, with the ability to communicate complex findings to both technical and non-technical audiences. Excellent French language skills (written and spoken); working knowledge of English highly desirable. Expected Deliverables The following deliverables will be provided in accordance with the Coverage Evaluation Survey assignment scope: Inception report, including refined methodology, work plan, sampling approach, and timeline aligned with WHO CES guidelines Finalized Coverage Evaluation Survey protocol (including sampling plan, questionnaires, analysis plan, and ethical considerations) Training materials and reports from training and planning sessions (supervisors and enumerators) Field supervision and quality assurance reports, including challenges, lessons learned, and corrective actions Cleaned and validated survey dataset, including raw data, cleaned data, and data dictionary Statistical analysis outputs, including coverage estimates, confidence intervals, and disaggregated results Draft Coverage Evaluation Survey report, including comparison with administrative data and preliminary recommendations Final Coverage Evaluation Survey report incorporating feedback from Sightsavers and stakeholders, including prioritized and actionable recommendations for the 2026 MDA campaign PowerPoint presentation of key findings and facilitation of a national dissemination and validation meeting Schedule of payment The mode and timing of payment as agreed by Sightsavers and the consultant at interview and subject to milestones being reached.
