The Subject Of The Order Is The Development Of A Complete Functional And Utility Program (Ffu) For The Planned Project Consisting In The Construction Of A Shelter Intended To Ensure The Protection Of The Population And Personnel In Emergency Situations, In Particular In The Event Of Natural Disasters, Fires, Industrial Accidents And Military Operations. The Functional And Utility Program Should Be Developed In Accordance With Applicable Law, In Particular The Provisions Governing The Preparation And Implementation Of Public Procurement And The Relevant Implementing Regulations Specifying The Scope And Form Of The Functional And Utility Program On Plot Number 868/1 In Wiśniew, Jakubów Commune.2. The Documentation Will Constitute The Basis For Preparing And Conducting A Public Procurement Procedure In The Design And Build Formula.3. The Functional-Utility Program Should Be Developed In Accordance With Applicable Law, In Particular The Act Of December 5, 2024 On Civil Protection And Civil Defense, The Construction Law And The Implementing Regulations Regarding The Functional-Utility Program, And Include At Least: • Analysis Of The Existing Condition, Including Analysis Of Available Documentation And Existing Infrastructure; • Site Visit And Analysis Of Terrain And Location Conditions; • Analysis Of Formal And Legal Conditions; • Definition Of The Goal, Purpose And Parameters Of The Planned Investment;• Analysis Of The Functional Needs Of The Planned Hiding Place, Including In Particular The Determination Of The Required Capacity Of The Facility, Sanitary Conditions, Access To Utilities, Ventilation Systems, Lighting, Security And Evacuation Conditions;• Determination Of Functional And Utility Requirements;• Determination Of Technical, Technological And Operational Requirements;• Architectural Requirements;• Construction Requirements;• Requirements For Sanitary Installations;• Requirements For Electrical And Telecommunications Installations;• Requirements For Security And Fire Protection Systems;• Requirements For Accessibility For People With Special Needs;• Requirements For Energy Efficiency;• Requirements For Land Development;• Minimum Material Requirements And Requirements For The Technical Equipment Of The Facility;• Estimated Investment Costs Prepared In Accordance With Applicable Regulations;• Guidelines For The Development Of Design Documentation And Implementation Of Construction Works;• Investment Implementation Schedule;• All Other Studies, Analyzes And Elements Required By Applicable Law And Necessary To Prepare And Conduct A Public Procurement Procedure In The Design And Build Formula.4. The Functional And Utility Program Should Be Developed In A Complete, Coherent And Mutually Coordinated Manner And Enable The Conduct Of Public Procurement Proceedings In The Design And Build Formula, Without The Need For The Ordering Party To Carry Out Additional Studies.5.
