Expression of Interest for Legal and Institutional Assessment for Infrastructure Investments in Syria The overarching objective of this assignment is to provide the World Bank Group and the Transitional Government of Syria with a rigorous, evidence-based assessment of the current legal and institutional environment for infrastructure investment and PPPs in Syria, so as to identify gaps, conflicts, and reform priorities that will inform subsequent reform and capacity-building efforts. Specifically, the assignment aims to: Map and analyze the existing legal and regulatory framework governing investment facilitation, PPPs, procurement, and infrastructure finance, including its hierarchy of norms and practical enforceability. Identify gaps, overlaps, inconsistencies, and conflicts within and across laws, regulations, and sector-specific frameworks that impede private participation and access to commercial financing. Map and assess the institutional landscape, including the formal mandates, de facto roles, governance structures, human resource capacity, and inter-agency coordination arrangements of the key entities involved in project identification, preparation, approval, and oversight. Identify institutional overlaps, governance tensions, and capacity shortfalls that reduce the effectiveness of the investment facilitation and PPP ecosystem. Produce actionable findings and recommendations that will feed directly into the broader reform roadmap developed under Pillar II of this assignment.
