Public-Private Partnership (Pps) Has Been Chosen As The Implementation Model. The Reason For The Choice Is That The Municipality Wants To Utilize Private Expertise In Planning, Construction And Long-Term Operation, Transfer Technical And Financial Risk To The Supplier, And Free Up Municipal Capital For Other Prioritized Investments. The Supplier Is Compensated Through A Fixed, Index-Regulated Annual Rent For The Entire Contract Period Of 50 Years.
