Request for proposals for Climate Resilience and Strategic Investment at an East African Port: A GIS-based Risk and Adaptation Framework SCOPE OF WORK The work is organized in three phases. Proposers should treat the phase structure as a guide; methodological refinements are welcome and will be evaluated favourably. Phase 1 Partnership formalization and study design (AugustSeptember 2026) The consultant will work with WRI to: Confirm institutional affiliation and any required local research permits or ethics approvals. Submit a study design memo (3-5 pages) covering the conceptual framework, GIS methodology, data sources, target journal(s), and analysis plan. The memo should also confirm the selected port and the rationale. Identify a target peer-reviewed journal and a backup. Suggested candidates include Maritime Policy & Management, Maritime Economics & Logistics, Climate Risk Management, Climate and Development, Ocean & Coastal Management, Transportation Research Part D, Regional Environmental Change, and PLOS Climate. Final selection is the consultants call, subject to WRI review. Propose a co-authorship arrangement with a contributing WRI author for the manuscript by outlining proposed authors and scope of contributions. The consultants will serve as primary authors and determine authorship order. Phase 2 GIS-based risk and adaptation analysis (SeptemberDecember 2026) The consultant will build an integrated geospatial analysis layering climate hazard, port activity, and adaptation data. The consultant should propose and apply an analytical or decision-support methodology suitable for informing climate resilience investment decisions. The methodology may build upon existing published frameworks, tools or approaches, provided that its suitability, assumptions and limitations are clearly described. Below are examples of layers that could be used: Climate hazard layer: Compile and harmonize available downscaled climate projections and hazard maps for the selected port region (sea-level rise scenarios, coastal flood extents, pluvial flood risk, heat and humidity, wind/storm). Public-domain sources like the World Bank Climate Change Knowledge Portal, the Climate Central Coastal Risk Screening Tool, and the Global Flood Database could be considered, and consultant will be responsible for obtaining access. The consultant should not generate new climate projections. Port activity and asset layer: Use a combination of publicly available data (port authority annual reports and bulletins, OpenStreetMap, vessel traffic from open sources where available, satellite imagery) and stakeholder-shared data where feasible. Map terminals, berths, container yards, access roads and rail, fuel storage, and key utilities. Adaptation measure layer: Catalog candidate adaptation interventions drawn from PIANC, World Bank, IFC, and peer-reviewed sources, scored against feasibility, cost order-of-magnitude, and risk-reduction potential. Integrated analysis: Produce overlay maps and demonstrate a decision-support framework that links climate risks with resilience investment priorities . The framework should be documented transparently enough to be reproducible by other LMIC port researchers. Validation: Solicit written feedback on draft results from at least three in-country advisors before manuscript drafting. Phase 3 Manuscript and embedded investment framework (JanuaryFebruary 2027) The consultant will draft, internally review, and finalize a manuscript suitable for submission to the chosen peer-reviewed journal. The manuscript will: Present the GIS-based risk and adaptation analysis. Demonstrate how the analytical methodology supports strategic resilience investment decision-making, including discussion of assumptions, limitations and applicability to other LMIC ports. Discuss transferability of the methodology and findings to other East African and LMIC port contexts, with explicit treatment of implications for landlocked economies served by the selected port. Include a complete bibliography, all figures, supplementary materials, and any data/code repository disclosures required by the target journal. Contribute to the broader literature on climate adaptation, resilient infrastructure planning and investment decision-making for ports in LMICs. Submission readiness is required by 10 February 2027. Submission-ready means the manuscript has cleared a round of internal review by WRI, all co-authors have signed off, and journal formatting is complete.
