Expression of Interest for Consultancy Services for the Design, Development and Implementation of a Learning Management System (LMS) The Government of the Republic of South Sudan has received a financing from the African Development Fund towards the cost of Non-Oil Revenue Mobilization and Accountability in South Sudan (NORMA-SS) Phase-II Project and intends to apply part of the agreed amount of this grant to payments under the contract for the Design, Development and Implementation of a Learning Management System (LMS) through a consultancy. 2. Under the direct supervision and guidance of the Principal, South Sudan Institute of Revenue Administration(SSIRA), the Consultancy firm shall undertake the following responsibilities: The Consulting Firm is to design, develop, deploy, and operationalize a secure, scalable, and userfriendly Learning Management System (LMS) for SSIRA, including hosting, system configuration, and institutional capacity building. The Consulting Firm shall be responsible for system delivery and support for sustainability. Training contents shall be developed by a specialized SSIRA team, while the Consulting Firm shall support content integration within the LMS. 3.
