Expression of Interest for Feasibility, Environmental, Social and Technical Studies, and Project Document Preparation The services included under this assignment include the following four core workstreams: a) Feasibility study: To develop a business case for the STDP-2 overall, from an economic, youth employability and job creation perspective; b) E&S studies: To develop for each project site an Environmental and Social Impact Assessment (ESIA) and Stakeholder Engagement Plan (SEP), specifically for activities covering construction of i) libraries (20x), ii) incubators (5x) and iii) antivenom centre (1x); c) Technical studies: To elaborate architecture and engineering projects, including master plans, detailed drawings, bills of quantities, technical specifications, timeline and cost estimates, including business plans, considering functionality, social settings and surrounding environments, to allow the construction of i) libraries, ii) incubators and iii) antivenom centre and d) STDP-2 Project Document and Technical Annexes: To elaborate the STDP-2 Project Document and technical annexes based on the information from the Feasibility Study, the E&S and Technical studies. The estimated duration for this assignment is 8 (eight) months. 4. The Science and Technology Development Project - Ministry of Higher Education, Science, Technology and Innovation, now invites eligible consulting firms to indicate their interest in providing the referred services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. 5. Interested firms must provide information indicating that they are qualified to perform the services, namely: (a) Experience in similar assignments: (i) At least 10 years experience in feasibility studies; ii) At least 10 years of experience in E&S studies; (iii) at least 10 years of experience in technical studies; iv) At least 7 years of experience in preparing project documents. (b) Experience in similar conditions: i) Experience in Sub-Saharan Africa.
