1. The Subject Of The Order Is The Performance Of Construction Works In The Scope Of Demolition Of An Unused Residential Building And An Outbuilding Located On Plot No. 3/2, Mingajny District, Orneta Commune.2. This Order Has Not Been Divided Into Parts. This Procedure Is A Separate Part Of The Order For The Demolition Of Facilities Owned By The Kowr Regional Branch In Olsztyn. Due To The Lack Of Statutory Orders Or Guidelines In The Public Procurement Act That Should Be Followed When Making Decisions About Division, Recital 78 Of The Preamble To Directive 2014/24/Eu Has Been Included, Which Indicates As Examples The Following Reasons For The Lack Of Division: The Contracting Authority Could State That Such A Division Would Be At Risk Restriction Of Competition Or Excessive Technical Difficulties Or Excessive Costs Of Performing The Contract, Or The Need To Coordinate The Activities Of Different Contractors Performing Individual Parts Of The Contract Could Seriously Jeopardize The Proper Performance Of The Contract. The Ordering Party Does Not Limit The Possibility Of Entrusting The Execution Of The Order To Subcontractors. The Order Concerns The Demolition Of Buildings Located On One Plot. The Division Of The Order Will Not Increase The Competitiveness Of The Procedure By Increasing The Number Of Contractors Able To Complete The Order, And What Is More, It May Seriously Limit It By Reducing The Interest In Participating In The Procedure Of Contractors With The Potential To Perform A Contract Of A Similar Scope. Dividing The Order Into Further Parts Would Make The Implementation Of These Parts Unprofitable By These Entities. The Performance Of The Same Construction Works By One Contractor Is Economically More Beneficial For The Ordering Party, As It Bears One-Time Costs Related To, For Example, The Preparation Of Construction Works And The Involvement Of Resources. Dividing The Order Is Impossible For Economic And Organizational Reasons.3. The Scope Of Demolition Works Includes, Among Others: 1) Complete Demolition Of The Facilities Along With Foundations And Other Elements Constituting Components, 2) Tidying Up And Cleaning The Area Of Rubble And Other Remains After Demolition And Removing Them In A Manner Consistent With Applicable Regulations, In Particular In Accordance With The Waste Act, 3) Planting To The Level Of The Surrounding Ground And Tidying Up The Area, 4) Removal Of All Items Stored In The Area Of The Demolished Facility And Access Roads, Including Garbage, Grass, Bushes And Others And Removing Them In A Manner Consistent With Applicable Regulations, In Particular With The Regulations On Waste, 5) Performance Of Construction Works That Were Not Specified In The Bill Of Quantities But Are Necessary For The Implementation Of The Subject Of The Order, 6) The Contractors Provision Of Surveying Services In The Field Of Deleting The Liquidated Structures From The Register Of Buildings At The Relevant Local Office And Providing The Order
