1. The Subject Of The Order Is The Provision Of The Service Titled: Architectural And Construction Concept Of A Protective Structure With A Publicly Accessible Underground Parking Lot In The Dual-Use System At Ul. Fryderyka Chopina 9, Plot No. 315, Area 13 2. Guidelines For The Implementation Of The Subject Of The Order: 1) The Designed Underground Parking Lot Is To Serve As A Shelter For People - Hiding Category U-1. It Is Planned To Implement A Parking Project With Two Underground Floors And A Greenery Design On The Parking Lots Roof. The Area Where The Investment Plot Is Located Is Not Covered By The Local Development Plan. The Contractor Will Submit The Concept Proposal For Approval By The Employer And The Conservator Of Monuments. As Part Of The Design Work, The Necessary Rooms In The Facility Should Be Provided To Ensure The Accommodation Of Approximately 2,000 People.2) The Concept Should Be Agreed With A Fire Protection Expert.3) The Developed Subject Of The Contract Should Take Into Account The Requirements And Standards Regarding The Protection, Shaping And Maintenance Of Green Areas On The Construction Site. In Particular, Before Starting To Develop Design Solutions As Part Of The Concept, If The Preliminary Field Analysis Shows Such A Need, The Contractor Will Perform A Natural (Dendrological) Inventory In Advance, With Particular Emphasis On Valuable Trees, Specify In The Concept Design Recommendations Regarding The Possibility Of Avoiding Collisions Of Trees With The Planned Investment, Designate Protection Zones For Trees And Shrubs, Plan The Location Of Places For Storing Waste, Building Materials, Parking Machines And Equipment During The Investment Implementation In A Way That Will Least Harm The Trees And Shrubs Intended For Preservation. At The Design Stage, The Contractor Will Apply Solutions Aimed At Optimal Protection Of Trees And Shrubs On The Construction Site, In Particular Solutions Minimizing Activities Related To Changes In The Natural Terrain And Tree Habitat Conditions, The Designed Plant Cover Should Refer To The Existing Habitat And The Implementation Of Activities Related To Increasing Small Retention Will Be Designed. If It Is Necessary To Cut Down Trees And Shrubs, The Contractor Will Design Green Areas At Least By Establishing Replacement Plantings [As Part Of Nature Compensation For Cut Down Trees/Shrubs In Accordance With The Act Of April 16, 2004 On Nature Protection (Consolidated Text: Journal Of Laws Of 2024, Item 1478)] In A Quantity And Quality Of Not Less Than 1 Tree For 1 Cut Down And 1 M² Of Shrubs For 1 M² Of Shrubs Cut Down, But Not Less Than In The Expected Decision Authorizing Felling.4) The Concept Should Be Developed In Accordance With The Act Of December 5, 2024 On Civil Protection And Civil Defense (Journal Of Laws Of 2024, Item 1907, As Amended), The Regulation Of The Minister Of Internal Affairs And Administration Of November 4, 2025 On Technical Conditions For Protective Structures And Tec
