Architectural And Related Services – Project Management Mission Covering The Rehabilitation And Extension Of The Nemours Media Library. This Project Management Competition Is Organized With A View To Awarding The Project Management Contract For The Rehabilitation And Extension Of The Nemours Media Library. It Includes A New Construction Component, A Rehabilitation Part In The Library. Since 1980, The Nemours Library Has Occupied An 18Th Century Building Located On The Banks Of The Loing. The Ground Floor Of The Building Was Heavily Damaged By A Flood In June 2016 And Was The Subject Of Rehabilitation Work In 2020 (At Constant Surface Area). The Surface Area Of The Library Is Very Insufficient In Relation To The Number Of Inhabitants And The Structuring Role Of The Media Library In The Territory Of The Pays De Nemours. Furthermore, It No Longer Meets The Expectations Of Today’S Media Library. The Project Must Correct This Situation. The Equipment Desired By The Municipality Aims At The Ambition Of A Real Place Of Life And Exchanges Aimed At The Entire Population, Whether Familiar With Cultural Practices Or Not. A Programming Study Carried Out In 2017 And Updated In 2023 Made It Possible To Establish A Needs Program In Consultation With The City Of Nemours Services. We Draw Attention To The Fact That This Program, Tested In Quantified Feasibility, Has Been Optimized To Meet The Investment Capacities Of The City. The Project Will Develop On The Site Of The Current Library And Will Consist Of A Rehabilitation-Restructuring Of Existing Buildings, Supplemented By An Extension. The Project Will Also Include Demolitions Of Existing Buildings And Some Exterior Developments. The Program Provides For The Creation Of: > 337 M2 Useful, (Around 450 M2 Sdp) In The New Construction, > 647 M2 Useful, (Around 860 M2 Sdp) In The Restructuring (Current Library Building And Old Town Hall Building On Rue Darley). This Distribution Of New M2 And Restructuring Results From The Feasibility Study Proposed By The City. The Project Management Will Be Able To Adjust This Distribution According To Its Choice To Preserve Or Demolish Certain Parts Of The Building. Note: In No Case Should The Surface Area Of The Project Be Less Than 1310 M2 Of Floor Area. The Details Of The Project Are Described In The Project Management Program. The Estimated Cost Of The Work Is 3,200,000 Euros Excluding Vat (Value July 2026). This Amount Is Calculated Taking Into Account Vrd Services, Construction, Specific Fixed Technical Equipment, Roadworks And Various Networks And Outdoor Spaces. The Contracting Authority Decides To Limit The Number Of Candidates Admitted To Provide A Service And Proceeds To The Selection Of 4 Teams Admitted To Compete By Applying The Following Selection Criteria: - Criterion 1: Technical, Professional And Financial Capacities Of The Group: Assessed With Regard To The Skills, Experience, Financial Guarantees, Technical And Human Resources Presented.
