The Purpose Of This Consultation Is The Acquisition Of A Range Of Rolling Stock, The Provision Of Associated Maintenance Services, As Well As The Installation Of Energy Charging Devices. This Project Is Led By Spl Spiit, Acting As Project Manager. The Occitanie And Nouvelle-Aquitaine Regions Have Created A Company Dedicated To The Development Of The Rail System In Their Territory, Taking The Form Of A Local Public Company Called Société Publique Interregionale Des Investissements En Favor Des Transports (Spl Spiit). On The Date Of Publication Of This Consultation, Spl Spiits Shareholders Are The Nouvelle-Aquitaine Region, The Occitanie Region And The Centre-Val De Loire Region, Which Integrated The Capital Of Spl Spiit In November 2025. On The Date Of Publication Of This Document, It Is Expected That The Brittany Region Will Integrate The Capital Of Spl Spiit In The Coming Months. Spl Spiit Has Signed A Forty-Two (42) Year Concession Contract With Its Shareholder Regions. In This Context, Spl Spiit Is Responsible For The Financing, Management, Acquisition Of Ter Rolling Stock From The Regions, And Its Provision To Operators Designated By The Regions, As And When Public Service Operating Contracts Are Awarded. Spl Spiit Could, In The Future, During The Execution Of This Framework Agreement, Be Entrusted With The Acquisition Of Railway Rolling Stock On Behalf Of Other Regions Or Public Entities, Where Applicable, For The Same Objectives As Those Which Are The Subject Of This Consultation. With The Aim Of Decarbonizing Rail Transport Services In The Territory, The Shareholder Regions Have Entrusted Spl Spiit With The Mission Of Acquiring Railway Rolling Stock (Mr) With An Objective Of Environmental Improvement. These Rolling Stock Must Reduce Their Impact On The Environment Throughout Their Life Cycle.
