Aug 2026 Intervention Sector(s): Conflict Resolution, Democracy & Civic rights, Displaced Population, Human Rights & Protection, Relief Services, Women Status & Issues Remuneration range: 1000 to 2000 (USD) Duration of Contract: 2 months TERMS OF REFERENCE (TOR) Emergency Response Trainer / Facilitator Project Title: Women and Youth Leading in War and Peace: Storytelling and Media for Community Resilience in Lebanon Organization: ASSABIL Association, Culture for All Duty Station: Beirut and Mount Lebanon (Barja), Lebanon Contract Type: Short-term Consultancy Duration: Approximately 4 training days (plus preparation and reporting) Background ASSABIL Association, Culture for All is implementing the project "Women and Youth Leading in War and Peace: Storytelling and Media for Community Resilience in Lebanon", funded by the Canada Fund for Local Initiatives (CFLI). The project aims to strengthen the leadership, emergency response, communication, storytelling and peacebuilding capacities of women and youth from host and displaced communities. One of the first project activities consists of delivering an intensive Emergency Response Training for 45 participants to strengthen their preparedness and their ability to support communities affected by crises. Objectives of the Assignment The selected facilitator will design and deliver a participatory Emergency Response Training that equips participants with practical knowledge and skills to respond effectively during emergencies while promoting community resilience and protection. Expected Learning Outcomes By the end of the training, participants should be able to: Understand the humanitarian context in Lebanon and the main emergency response mechanisms. Understand the role of community volunteers and civil society during emergencies. Conduct basic needs identification and rapid community assessment. Apply principles of protection, safeguarding and Do No Harm. Understand Psychological First Aid (PFA) principles and safe referral pathways. Apply effective communication techniques during emergencies. Work safely within community response mechanisms. Promote inclusion, gender sensitivity and accountability to affected populations. Coordinate effectively with community actors and humanitarian organizations. Strengthen community resilience and preparedness. Scope of Work The facilitator shall: Before the Training Design a detailed training agenda. Prepare all training materials, presentations and handouts. Develop interactive exercises, simulations and case studies relevant to Lebanon. Coordinate with ASSABILs project team. During the Training Deliver participatory sessions covering topics such as: Humanitarian principles Emergency preparedness Community emergency response Roles and responsibilities of volunteers Needs assessment Protection principles Child safeguarding PSEA awareness Psychological First Aid (basic concepts) Communication during emergencies Coordination and referrals Stress management for volunteers Community resilience Practical simulations and group exercises After the Training Provide: Final training report Attendance sheets Pre/Post assessment results Recommendations Electronic copies of all materials Deliverables The consultant shall submit: Training agenda Training methodology Training presentations Participant handouts Pre/Post evaluation tools Final training report Attendance records Duration Delivery: 4 training days Target Participants 45 women and youth aged 1835 including: Displaced women and youth Lebanese youth Palestinian youth Members of civil society organizations Volunteers Community initiatives supporting displaced populations At least 60% of participants should be women. Required Qualifications Applicants should possess: Education University degree in one or more of the following: Disaster Risk Reduction Humanitarian Action Public Health Social Sciences Psychology Social Work Emergency Management Related field Experience Minimum 5 years of relevant experience in: Emergency response Humanitarian programming Community resilience Disaster preparedness Volunteer management Capacity building Previous experience working with women, youth and displaced communities is essential. Required Competencies Excellent facilitation skills Strong communication abilities Participatory adult-learning methodologies Experience in simulation exercises Strong reporting skills Fluency in Arabic Good command of English Assignment Outputs The facilitator will successfully train 45 participants and contribute to strengthening community preparedness, resilience and humanitarian response capacities in accordance with the project objectives.
