Tenders are invited for Case Management in Emergencies & Needs and Response Systems (Nrs) Service Location: Remote Jobs 1. Background and Context The project Strengthen Local CSOs to Provide Protection Services to Women and GBV Survivors in Palestine aims to improve the well-being, protection, and resilience of vulnerable women and survivors of gender-based violence (GBV) across four governorates in the West Bank through a comprehensive, community-based approach grounded in human rights and womens empowerment. The project seeks to expand access to accessible, culturally responsive, and sustainable protection and support services, particularly for women and girls living in rural villages and refugee camps where essential services remain limited. In parallel, the project aims to strengthen the institutional and operational capacity of PWWSD as a local civil society organization (CSO), enabling it to deliver effective, coordinated, and multi-sectoral interventions and sustain community-based support mechanisms beyond the projects duration. Through the provision of integrated psychosocial, legal, health, and advocacy services, the project will address immediate protection needs while promoting community awareness, social resilience, and the long-term safety and empowerment of women and girls. About PWWSD The Palestinian Working Women Society for Development (PWWSD) is a feminist, non-governmental organization that seeks to achieve gender equality and combat all forms of discrimination and gender-based violence. PWWSD is committed to facilitating womens access to justice and contributing to the development process through providing psychological, social, and legal support to women. The organization works to empower women, encouraging their participation in the political, economic, and social fields, as well as their role in the national struggle to end the occupation. PWWSDs mission is deeply rooted in promoting the rights and well-being of women and girls in Palestine, especially those in conflict-affected areas. 2. Training Objectives The training aims to: Equip PWWSD staff with practical case management skills applicable in emergency and conflict-affected settings. Strengthen understanding of the Needs and Response Systems (NRS) framework and how to apply it in GBV programming. Build capacity to conduct needs assessments, safety planning, and case follow-up in high-pressure environments. Enhance participants ability to maintain ethical standards and data confidentiality in emergency case management. Improve coordination between case managers and other service providers within the local referral system. 3. Scope of Work / Training Content The selected trainer is expected to design and deliver an online training covering the following key thematic areas: Overview of case management in humanitarian/emergency settings: principles, standards, and ethical considerations The Needs and Response System (NRS): framework, tools, and application in GBV response Intake and initial assessment: identifying Beneficiary needs and risk levels in emergency contexts Safety planning with survivors: individualized plans responsive to emergency-context risks Case follow-up, monitoring, and closure in dynamic and high-mobility contexts Documentation standards and confidential record-keeping under emergency conditions Information management: maintaining survivor data security in the field Multi-sector coordination: working with protection, health, legal, and shelter clusters Adaptive case management: responding to evolving needs when services are disrupted Staff resilience and supervision in emergency contexts 4. Target Participants Front line workers in PWWSD. 5. Training Methodology The training will be delivered online (via Zoom or equivalent platform). The trainer is expected to use interactive, participatory, and adult-learning methodologies, including: Trainer-led online presentations with interactive Q&A sessions Case study analysis and real-scenario application exercises Breakout room discussions and peer-learning activities Practice exercises on documentation and safety planning tools Resource sharing: NRS toolkits, case management forms, and reference guides Pre- and post-training assessments All training sessions must be gender-sensitive, trauma-informed, and contextually relevant to the Palestinian context. 6. Deliverables The trainer is expected to provide the following: Detailed 3-day training agenda and session plan Training materials: slides, case studies, tools, and reference documents Pre- and post-training knowledge assessment Training report, including participant feedback, key findings, recommendations, and the results of the pre- and post-training assessments. 7. Duration and Schedule 8. Required Qualifications University degree in social work, psychology, humanitarian affairs, public health, or a related field (Masters preferred). Specialized training or certification in case management in emergencies, protection, or humanitarian response Minimum 5 years of experience in GBV case management, protection programming, or humanitarian response Demonstrated experience delivering case management training in emergency or conflict-affected settings Familiarity with Needs and Response Systems (NRS). Ability to contextualize training content to reflect Palestinian realities and ongoing emergency conditions Sensitivity to trauma, survivor needs, and practitioner well-being 9. Submission Requirements Interested trainers/firms should submit the following documents: Updated CV Technical proposal describing the training approach, methodology, and proposed schedule Sample training materials, agenda, or reference to previous similar work Financial offer, including the trainers daily fee and the total cost of the assignment, quoted in U.S. Dollar. Evaluation Criteria Technical Proposal: 70% Financial Proposal: 30% Taxes and Financial Obligations The proposed financial offer shall be submitted in Dollar and shall include all applicable costs associated with the assignment. For individual consultants, applicable income tax deductions shall be applied in accordance with Palestinian laws and regulations. (A 10% income tax will be deducted from the total contract amount unless a valid deduction at source certificate is provided.) For companies Value Added Tax (VAT) and any other applicable taxes shall be handled in accordance with the valid legal and financial regulations and upon submission of the required official documentation.
