Tenders are invited for Training on Positive Masculinity Service Location: Remote Jobs 1. Background and Context The project Strengthen Local CSOs to Provide Protection Services to Women and GBV Survivors in Palestine aims to improve the well-being, protection, and resilience of vulnerable women and survivors of gender-based violence (GBV) across four governorates in the West Bank through a comprehensive, community-based approach grounded in human rights and womens empowerment. The project seeks to expand access to accessible, culturally responsive, and sustainable protection and support services, particularly for women and girls living in rural villages and refugee camps where essential services remain limited. In parallel, the project aims to strengthen the institutional and operational capacity of PWWSD as a local civil society organization (CSO), enabling it to deliver effective, coordinated, and multi-sectoral interventions and sustain community-based support mechanisms beyond the projects duration. Through the provision of integrated psychosocial, legal, health, and advocacy services, the project will address immediate protection needs while promoting community awareness, social resilience, and the long-term safety and empowerment of women and girls. About PWWSD The Palestinian Working Women Society for Development (PWWSD) is a feminist, non-governmental organization that seeks to achieve gender equality and combat all forms of discrimination and gender-based violence. PWWSD is committed to facilitating womens access to justice and contributing to the development process through providing psychological, social, and legal support to women. The organization works to empower women, encouraging their participation in the political, economic, and social fields, as well as their role in the national struggle to end the occupation. PWWSDs mission is deeply rooted in promoting the rights and well-being of women and girls in Palestine, especially those in conflict-affected areas. 2. Training Objectives The training aims to: Build participants understanding of masculinities, gender norms, and their role in perpetuating or preventing GBV. Equip staff with knowledge and tools to engage men and boys as allies of change in GBV prevention. Develop facilitation skills for delivering positive masculinity awareness activities with community members. Strengthen the ability of PWWSD staff to promote healthy, equitable, and non-violent gender norms through community outreach. Enhance integration of positive masculinity approaches across PWWSDs GBV prevention programming. 3. Scope of Work / Training Content The selected trainer is expected to design and deliver an online training covering the following key thematic areas: Introduction to masculinities: concepts, social construction of gender roles. The link between masculinity norms and GBV: how harmful norms enable or perpetuate violence Positive masculinity as a prevention approach: theory, evidence, and examples adapted to the Palestinian context Engaging men and boys in GBV prevention: approaches, challenges, entry points, and best practices Addressing resistance: how to work with gatekeepers and community power structures Intersectionality: understanding how occupation, displacement, and economic precarity shape Palestinian masculinities Developing community-level positive masculinity messages and campaign materials 4. Target Participants PWWSD frontline workers, up to 20 staff members. 5. Training Methodology The training will be delivered online (via Zoom or equivalent platform). The trainer is expected to use interactive, participatory, and adult-learning methodologies, including: Participatory online sessions with interactive presentations and group discussions Experiential learning: simulation exercises and facilitation practice Breakout room debates and reflection exercises Analysis of positive masculinity case studies and campaign examples from Palestine Co-development of community messaging Pre- and post-training knowledge and attitude assessments Final report All training sessions must be gender-sensitive, trauma-informed, and contextually relevant to the Palestinian context. 6. Deliverables The trainer is expected to provide the following: Detailed 3-day training agenda and facilitation guide Training materials: presentations, readings, facilitation tools, and resource bibliography Pre- and post-training knowledge/attitude assessment tools Sample community session agenda or facilitation guide for positive masculinity outreach Participant attendance list Pre- and post-training evaluation report including participant feedback and recommendations Final report 7. Duration and Schedule 8. Required Qualifications University degree in gender studies, social sciences, psychology, social work, or a related field Specialized training or certification in GBV prevention, positive masculinity, or gender transformative programming Minimum 5 years of experience in gender equality programming, GBV prevention, or community engagement with men Demonstrated experience in delivering positive masculinity or gender transformative trainings, preferably in MENA or Palestine Ability to adapt global frameworks to local Palestinian social and cultural context 9. Submission Requirements Interested trainers/institutions should submit the following documents: Updated CV Technical proposal describing the training approach, methodology, and proposed schedule Sample training materials, agenda, or reference to previous similar work Financial offer, including the trainers daily fee and the total cost of the assignment, quoted in Dollar. Evaluation Criteria Technical Proposal: 70% Financial Proposal: 30% Taxes and Financial Obligations The proposed financial offer shall be submitted in Dollar and shall include all applicable costs associated with the assignment. For individual consultants, applicable income tax deductions shall be applied in accordance with Palestinian laws and regulations. (A 10% income tax will be deducted from the total contract amount unless a valid deduction at source certificate is provided.) For companies Value Added Tax (VAT) and any other applicable taxes shall be handled in accordance with the valid legal and financial regulations and upon submission of the required official documentation. PWWSD reserves the right to apply any legally required deductions, including income tax and other statutory deductions, in accordance with Palestinian financial regulations.
