Request for proposals for Promoting Feminist Projects in Syria, And/Or Iraq Closing Date: Saturday, 25. Jul 2026 Intervention Sector(s): Women Status & Issues Background and Purpose The Rosa Luxemburg Stiftung (RLS) is a German political foundation affiliated with the German party Die Linke (the Left party). RLS is dedicated to political education and progressive social research. The RLS Regional Office in Beirut, established in May 2017, primarily supports projects in Lebanon, Syria, and Iraq. Additionally, RLS publishes reports and analyses on developments in Iran. Syria, and Iraq face complex challenges, including social fragmentation, displacement, sectarian or ethnic divisions, economic crises, lack of trust among communities, and massive demographic shifts due to wars and migration. In such volatile contexts, building social cohesion characterized by trust, mutual support, inclusion, and participatory community life is vital to promote stability and national resilience. Through this Call for Proposals, RLS Beirut aims to support local feminist initiatives, grassroots organizations, civil-society actors, or networks working to advance gender justice, combat gender-based violence, and foster solidarity in Syria, and/or Iraq. Recognizing the severe context of ongoing conflict, violence, and displacement, where all populations face extreme human rights violations, but women and marginalized communities bear a disproportionate and compounded burden, RLS Beirut will support two selected projects in Syria and/or Iraq Objectives Proposals should aim to achieve one or more of the following objectives: Address the gendered impacts of conflict and violence, focusing on the disproportionate challenges and rights violations faced by women and marginalized groups. Promote inclusion and active participation of marginalized or vulnerable groups in community, resistance, and decision-making process. Support community-led initiatives that build collective care, safety networks, and shared solidarity across divides to counter systemic violence and marginalization. Strengthen the capacity of local feminist actors, women human rights defenders, and grassroots organizations to design and implement gender justice initiatives in high-risk environments. Document, analyze, or research dynamics of gender-based violence and social fragmentation in conflict contexts, and propose practical, context-sensitive strategies for gender justice, feminist peacebuilding, and inclusion. Encourage cross-community or cross-regional collaboration among feminist groups to build solidarity and share experiences. Expected Outputs / Outcomes Applicants should clearly specify expected results. Possible deliverables include (but are not limited to): Community-based interventions (safe spaces, protection networks, campaigns against gender-based violence, mutual aid initiatives, psychosocial or legal support). Capacity-building of feminist and grassroots groups (holistic security training, organizational strengthening, feminist leadership, collective care, advocacy planning). Research, studies, or documentation of the gendered impacts of conflict, human rights violations, or grassroots resistance, with actionable recommendations and lessons learned. Tools, methodologies, or pilot models for feminist peacebuilding, community protection, gender inclusion, or post-conflict recovery. Networks or partnerships bridging diverse feminist struggles, displaced and host community women, or across national borders. Eligibility & Requirements Eligible applicants include: individuals, grassroots feminist initiatives, women-led organizations, LGBTQI+ groups, civil society organizations, community-led groups, or networks working in Syria, or Iraq. Applicants should demonstrate: Experience in feminist organizing, gender justice, womens rights advocacy, intersectional activism, or similar fields within (post-) conflict and/or fragile settings. An understanding of the local social, cultural, and political context, including how conflict, violence, displacement, and systemic inequalities disproportionately impact specific genders and communities. Commitment to the values upheld by RLS: intersectional feminism, social justice, equality, non-discrimination, inclusion, solidarity, and respect for human rights. Capacity to implement concrete activities or to produce research/documentation (depending on the proposal), with clarity on methodology, timeline, and security in volatile contexts. A realistic and transparent budget, clear project plan, and, if applicable, a diverse, inclusive project team. How to apply 5. How to Apply Interested individuals, organizations, or coalitions should submit: A proposal (maximum 5 pages, excluding annexes), containing background/context, objectives, target groups, methodology/approach, activities, expected outcomes, timeline, risk assessment. A detailed budget indicating how funds will be used. CV(s) including previous experience in similar work, and, if relevant, short bios of key team members. 6. Evaluation Criteria Proposals will be assessed according to: Relevance to feminist objectives, gender justice, and the specific contextual needs of women and marginalized groups affected by conflict, violence, and displacement. (20%) Clarity, coherence, and feasibility of the project proposal, methodology, and plan (including sensitivity to security and operational challenges in volatile contexts). (15%) Capacity and experience of the applicant(s) or team, including a deep understanding of the local context and a demonstrated commitment to intersectional feminist values and social justice. (20%) Realistic and justified budget. (25%) Potential for sustainability, community resilience, and long-term impact on advancing gender equality and solidarity. (20%) Duration, Geography, Grant & Partnerships Projects may be designed for one of the two countries (yria, Iraq) or aim for cross-country/regional collaboration. Expected project duration: August 2026-December 2026. The amount granted for a single proposal is 10,000 USD. Proposals that encourage partnerships across communities, between host and displaced populations, or across national/regional boundaries are particularly welcome.
