Request for proposals for Provision of Supply, Installation, Integration and Cloudbased Monitoring Services for a Real-Time Gas Monitoring System (Rtgms) Mozambique National Liquid Oxygen (Lox) Network 1 Telemetry Hardware Kits (New Installations) Supply, installation and commissioning of complete telemetry kits for LOX/VIE tanks currently without telemetry, comprising of differential pressure (DP) cell / level sensor, pressure transmitter, IoT communication gateway/module, weatherproof enclosure (sealed against moisture and corrosion), and all cabling, brackets and accessories required for installation. Must support open communication protocols. Must support Modbus/IoT (for AMBRA Sistemi NanoCRIOTEL units) AND analogue 420mA (for WIKA units in UNITAID stream). Full compatibility with the unified RTGMS cloud platform (Line Item 3) is mandatory. Tanks (27 in total, no telemetry hardware): 1. EpiC (10) HD Cuamba, HG Quelimane, HR Vilanculos, HR Chokwé, HD Caia, HP Inhambane (CHART Industries), HP Pemba, HP Lichinga, HC Nampula, HP Xai Xai (CHART Industries); 2. ZimGVT (4) HC Beira, HG Beira, HP Chimoio, HP Tete (Verify supplier); 3. AngGVT (1) HG Mavalane (Linde Engineering). 4. Private Sector/MOGAS (12) HP Matola, HG Machava, HG José Macamo, HG Polana Caniço (2 tanks), HC Maputo, HP Inhambane, HC Beira, HP Chimoio, HP Tete, HP Xai Xai, HC Nampula; Note: integration pathway for Private Sector tanks is subject to agreement with facility owners. 27 units (Lot) 2 Connectivity / Integration Modules for Existing Telemetry Supply and configuration of communication/connectivity modules (incl. data SIM and/or alternative connectivity solution as required by site assessment) to integrate existing AMBRA Sistemi NanoCRIOTEL IoT telemetry units into the unified RTGMS cloud platform. Includes verification/replacement of DP cell and sensor connections where required, and confirmation of communication protocol and data output format. Tanks (15 in total): a) 12 confirmed AMBRA Sistemi NanoCRIOTEL IoT units (Incryo Systems / C19RM): HP Matola, HG Machava, HG José Macamo, HG Polana Caniço, HC Maputo ×3, HD Quissico, HD 15 units (Lot) Angónia, HC Quelimane, HG Nampula, HR Nhamatanda. b) 3 WIKA 2-wire 420mA units (CHART Industries / UNITAID: HD Manhíça, HD Matutuíne, HR Muxungue. Where protocol is analogue 420mA; the RTGMS platform must support analogue signal aggregation in addition to IoT/Modbus to integrate these units. Offerors must price sub-lots (A) and (B) separately and confirm compatibility with both AMBRA Sistemi NanoCRIOTEL IoT and WIKA 420mA protocols. 3 Cloud-Based RTGMS Software Platform Brand-agnostic, cloud-based Real-Time Gas Monitoring System (RTGMS) platform providing: 1. Real-time inventory tracking (liters/m³) and level monitoring with historical trends; 2. Real-time pressure monitoring with configurable high/low alarms; 3. Multi-tank dashboard accessible via mobile (iOS/Android) and desktop, with filtering by site and region; 4. Automated SMS/email/push alarms and notifications; scheduled and on-demand data export/reporting (CSV, PDF, API access); tamper-evident audit trail of system events, alarms and user actions; 5. Role-based access for national, provincial and facility users. Platform must be scalable to onboard the full national network (29 tanks) without architectural changes, at no material additional licensing complexity. Platform must cover all 42 tanks in the national network. Pricing must be quoted for the full 42-tank scope without per-tank escalation that would disincentivize national rollout. 1 Lot (12- month initial term) 4 Installation, Testing & Commissioning Services Field installation of new telemetry kits (Line Item 1), integration of existing AMBRA Sistemi NanoCRIOTEL IoT units (Line Item 2), and full commissioning, configuration and acceptance testing of all 42 tanks on the unified RTGMS platform, including configuration of alarm thresholds and escalation workflows. 1 Lot (42 tanks) 5 Training, SOPs and Capacity Building Training of designated national and facility-level biomedical technicians and supply chain managers on system operation, maintenance and troubleshooting. Development of standard operating procedures (SOPs) for alarm response, routine monitoring, maintenance scheduling and data governance, and provision of an inter-agency data access and governance protocol. The below table summarizes key dates in the RFP process. Offerors are expected to comply with these dates and deadlines. CHAI reserves the right to modify the dates at its discretion.
