Tenders are invited for Consultant for Research Study on the Documenting Evidence and Practice-Based Knowledge from Banteay Sreis Genderbased Violence Prevention Approach. Objective of the Consultancy Documentation of Banteay Sreis program model and implementation approach. Evaluation of the program, including participatory assessments with the network of community-based groups, will provide further evidence for the intervention logic. The synthesis of the information into a handbook will improve future iterations of the implementation. Moreover, it provides the means for disseminating the rationale of a successful approach to other organizations in the field. 3. Proposed Methodology 2 The documentation will be conducted using a practice-based knowledge approach, engaging the projects beneficiaries and stakeholders in every step of the research process, including desk review, data collection, analysis, and produce final products in English and Khmer. 4. Expected Deliverables Deliverable 1: Documentation of Banteay Sreis GBV Prevention Program Model Deliverable 2: Completion of Data Collection and Evaluation of the Intervention Logic Deliverable 3: Production of Practice-Based Knowledge Product Handbook covering Banteay Sreis GBV Prevention Program Model and the Evaluation of the Intervention Logic 5. Key Timelines and Milestones The assignment is planned to be completed from July 2026 to April 2027. This includes the recruitment of individual consultant or consultant team and the production of the final practice-based knowledge product. N Activity Timeline Expected Results 1 Project Management Develop workplan Evaluation of work plan and timeframe Develop research tool and plan by defining the methodology (such as matrix with key questions and means of verification, sampling procedure, data collection schedule, key interviewees, question guide, etc.). Evaluation of research instruments, such as verify tools by testing the questionnaire etc Develop research protocols Design Kobo Toolbox CAPI (or other tools) Arrange and organize meetings with BS to verify and collect input 10 days Developed workplan Research tool and plan developed Research protocol developed 3 2 Documentation Conduct desk review The consultant will be responsible for conducting the desk review and leading the validation of the program model, including reviewing project documents, assessing the intervention logic and assumptions, and facilitating validation discussions with BS and relevant stakeholders. Conduct meeting on finding of review with BS management team Based on the desk review and the validation, the consultant will decide on the priority elements for the research. Conduct a systematic documentation of Banteay Sreis GBV prevention program model, including the Theory of Change, core strategies, implementation principles, and roles of community-based networks, NGOs, and local authorities involved as set out in the Strategic Plan 20252029, and further validated through implementation experience. This will involve document review, structured reflection sessions with staff, and visual model mapping to clearly describe how the program functions in practice. Translate the documented program model into a practical 10 days Desk review conducted Program model documented and validated Toolbox of the GBV program developed toolbox, including user-friendly guidance, tools, and implementation of resources that can support other organizations to learn from, adapt, and apply the approach in their own contexts. Conduct meeting on program model and toolbox with BS management team 3 Data Collection and Evaluation Conduct Data Collection The consultant is responsible for the data collection. The data collectors received the training from the consultant. Conduct Data Transcription The consultant is responsible for the data transcription. Conduct Data Analysis Analyze the key components of the GBV prevention program to understand how different strategies contribute to prevention outcomes, and how activities and underlying assumptions are reflected in observed changes. Intervention Lifecycle Analysis Conduct a lifecycle analysis of the intervention to assess how the program has evolved over time, how adaptations were made in response to context, and what factors have supported sustainability and effectiveness.
