Request for proposals for Support for the Rwanda Green Fund to Operationalize the Investment Arm and Preparation of Climatesmart Agriculture, Sustainable Cities and Sustainable Land Management Projects for Resource Mobilization SCOPE OF WORK WRI is seeking a partner to provide on-demand advisory and technical services to support the RGF in operationalizing a new investment arm and preparing bankable climate-smart agriculture (CSA), sustainable cities and sustainable-land management (SLM) projects for resource mobilization. The overall objectives of the partnership are described below. Given the dynamic nature of the project and evolving needs, specific activities and outputs (support) towards each objective will be defined and requested on an ongoing basis throughout the implementation period. The selected partner should be able to quickly mobilize responses to requested support in-person and/or virtually depending on the scope through an agreed mechanism or process based on pre-defined daily rates and in support of all listed objective areas. Objective 1. Support CSA, Sustainable Cities and SLM pipeline development Collaborate with RGF to provide resource mobilization preparation support for CSA, Sustainable Cities and SLM projects prioritized by the RGF based on an assessment of their bankability or investment readiness gaps. The scope of required support will vary by project but could include, for example, conducting technical, commercial, and financial feasibility assessments; developing impact reports and investment cases; designing transaction/resource mobilization structures based on assessed risk and return profiles; and preparing investor engagement materials. Support for this objective is anticipated to be requested as early as October Support the development of a pipeline management dashboard/tool to facilitate the continuous updating, tracking, monitoring, and management of projects throughout the pipeline. The dashboard/tool should provide real-time visibility into project status, readiness levels, financing needs, key milestones, bottlenecks, and progress against agreed indicators, enabling informed decision-making, project prioritization, resource allocation, and effective coordination. It will also serve as a centralized repository for RGF pipeline information, ensuring that data are continuously updated and readily accessible to support timely reporting, strategic planning, and ongoing pipeline improvement. Objective 2. Operationalize the Rwanda Green Fund investment arm Collaborate with the RGF Investment Manager to support the operationalization of a new investment arm capable of mobilizing and deploying blended private capital. This will require providing ad hoc services across a range of legal, regulatory, governance, operational, and financial dimensions based on a comprehensive strategic framework developed during the projects first phase and institutional capacity needs. The scope of support will be responsive to emerging institutional needs and priorities as operationalization progresses, and may extend to any advisory, analytical or implementation support that advances the Investment Arms readiness for capital deployment. Applicants should be able to provide legal and regulatory recommendations. Objective 3. Prepare Rwanda Green Fund investment arms Fund I Collaborate with the RGF Investment Manager to support the preparation of the investment arms first fund (Fund I) based on a comprehensive strategic framework developed during the projects first phase. This could require, for example, supporting the design and execution of a fundraising strategy to mobilize anchor, catalytic, and commercial capital; supporting the selection of a qualified fund manager; consolidating a pipeline of investments identified during the projects first phase. The Consultant should be prepared to provide flexible, responsive support based on emerging institutional needs and priorities to advance Fund I towards first close. TIMING The estimated timeline for this partnership is six months (October 2026 through March 2027) with the expectation to begin work by October 1, 2026. WRI may extend the award based on performance and available funding. BUDGET The expected maximum value of services procured through this award is USD 500,000. Payments will be made based on the scope of requested support and the agreed cost structure. WRI and the vendor will agree on a maximum daily rate for work provided based on the rates submitted in the vendors proposal. Vendors should use the budget template provided in Appendix A and propose a realistic and competitive cost structure aligned with the scope of work and their recommended delivery model. Please note that WRI is a United States IRS-registered 501(c)3, tax-exempt organization. WRI is not VAT exempt. All prices or quotes should include VAT, WHT and other taxes, as applicable.
