Request For Proposalsintroductionthe City Is Seeking Qualified Consultants To Undertake A Comprehensive Hostile Vehicle Mitigation (The “Hvm”) Risk Assessment And Hard Barrier Strategy For Four Major Events. The Project Will Establish A Standardized, Evidence-Based Approach To Identifying Hostile Vehicle Risks, Evaluating Mitigation Measures, And Supporting Long-Term Public Safety Planning For Parks And Civic Gathering Spaces.The Study Will Assess Vulnerabilities Associated With Vehicle Access And Crowd Gatherings, Identify High, Medium, And Low-Risk Locations, Develop A City-Wide Event Risk Matrix, And Provide Recommendations For Operational Controls And Permanent Or Semi-Permanent Hard Barrier Infrastructure. The Findings Will Support Event Planning, Public Safety, Infrastructure Investment, And Future Capital Planning Initiatives.The Foregoing Services, Including All Associated Analyses, Assessments, Recommendations, Reports, Deliverables, And Related Work Described In This Schedule A (The “Services”).Backgroundthe City Manages Several High-Profile Public Event Spaces That Host Festivals, Concerts, Cultural Celebrations, Markets, And Community Events Throughout The Year. These Locations Attract Significant Attendance And Play An Important Role In The Citys Objectives To Create Vibrant, Inclusive, And Active Public Spaces.As Event Attendance Continues To Grow And Public Safety Expectations Evolve, Municipalities Across North America Are Increasingly Incorporating Hvm Measures Into Event Planning And Public Realm Design. Hvm Strategies Help Protect Event Attendees And Pedestrians From Unauthorized Vehicle Access While Maintaining Accessibility, Functionality, And The Welcoming Nature Of Public Parks And Civic Spaces.To Support A Proactive And Consistent Approach, The City Seeks To Establish A Standardized Hvm Framework That Assesses Risks, Identifies Mitigation Requirements, And Evaluates The Suitability Of Hard Barrier Solutions Across Major Event Venues. This Work Will Provide A Foundation For Future Operational Planning, Infrastructure Investments, And Security Enhancements.Addendaif The City Determines That An Amendment Is Required To This Rfp, The City Representative Will Issue A Written Addendum By Posting It On The Bc Bid Website At Www.Bcbid.Gov.Bc.Ca And The City Website At Www.Surrey.Ca (Collectively, The “Websites”), And Upon Posting, Any Addenda Will Form Part Of This Rfp.
