Request for proposals for Supply of Fire and Rescue Equipment for Hebron Fire Brigade. Service Location: Ramallah, Hebron Adam Smith International Ltd (ASI) invites interested suppliers to submit proposals for the Supply of Fire and Rescue Equipment for Hebron Fire Brigade, under the Stabilisation Response Mechanism (SRM) Project, funded by the UK Foreign, Commonwealth & Development Office (FCDO). Please find attached Request for Proposal (RFP-SRM-2026-002), which sets out ASIs requirements, the procurement process, and instructions for submission. Tenderers are requested to carefully review the complete RFP, including all Schedules, which form an integral part of this solicitation. The RFP includes: Schedule 1: Key Contractual Clauses Schedule 2: Specifications and Technical Requirements Schedule 3: Offer Cover Letter Schedule 4: Questionnaire for Tenderers Schedule 5: Supply Chain Policies Please note the following mandatory requirements: Attendance at both site visits is mandatory. Failure to attend both site visits will result in the Tender being deemed non-compliant and excluded from further evaluation. Schedule 2 forms an integral part of the Tenderers technical and financial offer and must be completed in full for all items offered and submitted as part of the Tender. Manufacturers technical datasheets are mandatory for every item offered. Datasheets must be clearly labelled and numbered to correspond with the item numbering in Schedule 2 to facilitate the technical evaluation. Failure to submit the required manufacturers datasheets may result in the Tender being deemed non-responsive. Proposals must remain valid for a minimum of ninety (90) calendar days from the Tender submission deadline. The SRM Project is VAT exempt. Tenderers must be able to issue a zero-VAT invoice, where provided with the applicable VAT exemption certificate. The Contract will be awarded using the Best Price Technically Acceptable (BPTA) evaluation methodology, as described in the RFP Mandatory Site Visits Key Dates RFP issued: 18 July 2026 Mandatory Site Visits: 21 & 22 July 2026 Deadline for clarification requests: 26 July 2026 (01:00 PM Jerusalem Time) Clarification responses: 28 July 2026 Tender submission deadline: 31 July 2026 (2:00 PM Jerusalem Time) Proposals must be submitted by email only to: The email subject line must clearly state: RFP-SRM-2026-002 (Name of Tenderer) Late submissions may be rejected and will only be considered at ASIs sole discretion.
