Tenders Are Invited For Framework Agreement Via An Open Procedure For A Study Relating To The Capacities And Logistical Effects Necessary To Support A Mass Decontamination Operation On Behalf Of The Fps Interior

The Purpose Of This Framework Agreement Is To Carry Out A Study Aimed At Identifying, Analyzing, Structuring And Sizing The Logistical Capacities Necessary To Support A Mass Decontamination Operation Following An Incident Involving Dangerous Substances Of The Chemical, Biological Or Radiological (Cbrn) Type, From The Triggering Of A Contamination Alert To The Final Management Of The Waste Generated By The Decontamination Operations. The Study Focuses Exclusively On The Logistical Support And Reinforcement Capabilities Necessary For The Conduct And Maintenance Of Operations Over Time. Activities Directly Relating To The Operational Implementation Of Decontamination By Front-Line Teams Are Not Part Of The Scope Of The Study. By “Operational Implementation”, We Mean All Decisions, Means, Procedures And Coordinated Actions Making It Possible To Reduce, Neutralize Or Eliminate Chemical, Biological, Radiological Or Nuclear Contamination On People, Equipment, Infrastructure Or The Environment, In Order To Restore An Acceptable Level Of Safety For The Population, Stakeholders And The Environment Concerned. The Objective Is To Enable The Contracting Authority To Define The Scope, Nature And Sizing Of The Logistical Capacities Necessary For The Implementation Of Decontamination Operations, By Integrating Time Constraints, Supply Needs And Security Requirements, In Order To Enable The Activation Of A Logistical System Adapted To Any Identified Operational Situation.
