According To Art. 162 Of The Zpuo, The Minister Of Education And Science Approves A List Of Knowledge Books, Textbooks And Teaching Aids That Can Be Used In The System Of Preschool And School Education For The Relevant School Year, And The List Is Published On The Official Website Of The Ministry Of Education And Science Before The Beginning Of The School Year. The Only Possible Executors Of The Deliveries Of The Selected Textbooks And Study Aids Are The Publishing Houses Holding The Copyrights On Them, Which Is Why Delivery Contracts Should Be Concluded With Them. According To Art. 191, Paragraph 1, Item 2 Of The Civil Procedure Code, The Contracting Authority Sends An Invitation To Certain Persons When Awarding The Public Contract To Another Person Is Impossible Due To The Existence Of Copyright Or Other Intellectual Property Rights, Or Exclusive Rights Acquired By Virtue Of A Law Or An Administrative Act, As Well As When The Nature Of The Delivery Or Service Is Limited To A Precisely Defined Contractor For Reasons That Are Not Due To The Contracting Authority.
