DKH supports populations affected by natural disasters, armed conflict and forced displacement, focusing on locally-led responses through collaboration with a global network of partners. The promotion of localized humanitarian action and a long-term equitable partnership is at the heart of its commitment. In a process of mutual learning and capacity building, DKH seeks to develop innovative and adapted approaches, as well as relevant cooperation models. The organization strives to transfer decision-making power to local partners and communities so that they can respond directly to their own priorities. As part of the support to vulnerable people affected by several crises in eastern DRC, the Regional Office for West, Central Africa and the Caribbean, based in Dakar, is launching a process to recruit a financial service provider to provide secure cash assistance to people in need according to the level of vulnerability and the humanitarian context. This call aims to cover the project activities implemented by DKH in partnership with AFPDE and TPO under the funding of DG ECHO of DKH in the East of the DRC, South Kivu province in the health zones of Kimbi-Lulenge and Bunyakiri. In this context of territorial fragmentation, the recruitment of financial service providers (FSPs) has become a key strategic lever to ensure that aid reaches the most vulnerable populations especially women and girls facing increased risks The choice of service providers is guided by the need for exceptional operational resilience. This includes the ability to operate in precarious environments, maintain guaranteed liquidity in times of economic instability, and strictly adhere to humanitarian standards. Potential PSPs must also demonstrate advanced technological agility (e.g., mobile money and interoperability) to overcome physical access constraints, while ensuring full traceability of funds in line with donor accountability requirements. This database of verified vendor partners forms the backbone of DKHs humanitarian response, aimed at restoring dignity and supporting the livelihoods of displaced and host households despite the highly degraded operating context. INSTRUCTIONS TO BIDDERS Scope of the call for tenders: Based on the Notice of Publication, DKH plans to acquire the aforementioned services in accordance with the terms and conditions set forth in these specifications. Sources of funding: The provision of the requested services will be provided with funding from the DKH and its various institutional donors. Fraud and corruption: The DKH has a zero-tolerance policy towards fraud and corruption. Any violation of this policy will result in the disqualification of the bidder. All potential bidders must not, directly or indirectly, offer or give away any valuable asset for the purpose of improperly influencing a decision related to this auction process. Candidate Eligibility: Any natural or legal person representing the entity with the formal will established to enter into an agreement; The provider may be of a nationality other than Congolese, with the legal right to work and perform money transfer services in Congo. The supplier must not have a criminal record limiting its ability to compete; He must not be in a conflict of interest with the DKH; Must not be subject to any exclusion clause relating to the warranty of this offer; Provide all the documents that the DKH requests in this document; B. RULES OF CONSULTATION ARTICLE 1 - DESIGNATION OF THE SERVICE REQUESTER A.GOMA DKH Representative Office in DRC 002, Avenue Parallèle 2, Quartier les Volcans, Commune de Goma, ville de Goma, Province du Nord-Kivu République démocratique du Congo ARTICLE 2 OBJET DU CONTRAT The objective of the contract is the provision of money transfer services through mobile banking to households benefiting from the DKH project in the different provinces of the DRC as needed. This service meets the characteristics listed in the discharge specifications. ARTICLE 3 - DURATION OF THE CONTRACT The contract awarded at the end of the consultation will be a contract with a duration of up to 12 months. The aid will be provided on an ad hoc basis, i.e. for seven days, and this will be done quarterly, depending on the funding and the crisis situations experienced by the communities. The DKH will inform the PSPs (Financial Service Providers) who must be able to respond to the need for financial assistance within a maximum of 7 days according to the defined terms. ARTICLE 4 - PRESENTATION OF THE OFFER Tenders submitted must be submitted in accordance with the guidelines set out in Appendix 1. The following information will be attached: Name and address of the bidder (description of the organization) Technical offer Financial offer Unit price of the service expressed as a percentage or number of beneficiaries Data, signature, company stamp, ARTICLE 5 - COMPOSITION OF THE TENDER DOCUMENTS The following document must be submitted to support the application: RCCM, National Identification, Certificate of Registration/Incorporation tax number and tax certificate; Bank statements for the last six months; Audited financial statement (most recent) Evidence of similar service delivery. Provide at least 3 NGO references; ARTICLE 6 - TERMS AND CONDITIONS FOR SETTING PRICES The bidder acknowledged that it was submitting the proposal based on its ability to be deployed in the field by taking care of all security issues. The cost of the potential bidder in the bid must include: Fees for transferring funds to beneficiaries, Corresponding service fees, Any other means necessary to comply with the terms of reference. This should be expressed as a percentage or proportion of the number of beneficiaries. Appendix 1, below, presents some aspects that the bidder can detail in his technical and financial bids. ARTICLE 7 - PERIOD OF VALIDITY OF CALLS FOR TENDERS The period of validity of calls for tenders is set at the entire contract. ARTICLE 8 - SUBMISSION OF CALLS FOR TENDERS Proposals will be sent by email to: [email protected] with the subject line: TENDER / PROVISION OF MONEY TRANSFER SERVICES/WACAR-DKH/2026 ARTICLE 9 - WITHDRAWAL/MODIFICATION/CANCELLATION OF THE CALL FOR TENDERS Any bidder may amend or withdraw its call for bids prior to the bidding deadline, provided that there is written notice of such amendment or withdrawal. DKH may decide to cancel the tender procedure at any time, in particular in the light of the evaluation report, in the following cases: When the call for tenders has been unsuccessful, i.e. no tender deserving qualitative and/or financial support has been received or no response has been received; When the technical characteristics of the offer have been fundamentally modified; When exceptional circumstances, or force majeure, make it impossible to perform the contract normally; When all the calls for tenders selected on the basis of the technical characteristics exceed the available financial resources; Where serious procedural irregularities have prevented fair competition; In the event that this tender is cancelled by DKH, the bidders will be informed and will not be compensated. ARTICLE 10 - OPENING OF CALLS FOR TENDERS - EXAMINATION OF PROPOSALS The choice of the selected financial offer (service/price ratio) will be made according to the following criteria: Legal registration, licenses, and authorizations to provide the financial services offered. Management capacity, financial stability and operational robustness. Geographical coverage and accessibility of the service network in the project implementation areas. Ability to deploy services within the required timeframe and operational capacity in target locations. The competitiveness and transparency of the proposed fee structure, including any applicable transaction and service fees. Transaction capacity, including daily transaction limits, liquidity management, and scalability to meet program requirements. Demonstrated experience in implementing similar remittance programs, particularly in humanitarian contexts. Ability to pre-fund programme funds and ensure uninterrupted service delivery. Measures to mitigate operational, fraud, data protection and confidentiality risks during beneficiary registration, distribution of funds and payments, including proposed risk mitigation measures. Quality of customer support, monitoring, reporting, claims handling, fraud management, and post-distribution services provided to both DKH and beneficiaries. .
