Expression of Interest for Procurement and Installation for Cho Firewater and Drinking Water System Revamp SCOPE OF WORK a) Modification of the pump room piping to mitigate excessive vibration. b) Install lifting equipment/fixtures in the pump room, including structural frames for efficient maintenance operations. c) Replace hydrants to align with DEP30.10.02.13-Gen, Section 5, Table 9, ensuring the use of FEPM material instead of EPDM to prevent premature degradation from saline raw water exposure. d) Upgrade undersized hydrants to achieve the required 120m³/hr flowrate per firefighting calculations, eliminating the need for simultaneous hydrant activation to meet demand. e) Modify and commission existing Transit Lounge sprinkler system to achieve operational readiness and compliance with fire protection standards. f) Install extended loop and segment isolation of the existing drinking water network to enable sectional isolation for maintenance and enhance the overall reliability and availability of the system. g) Civil Works including removal and reinstatement of existing pavement cutting, filling, stabilization, concreting works, dewatering and landscaping. 3.0 MANDATORY REQUIREMENTS Only companies considered to meet NLNGs pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender. To qualify for consideration, interested companies are required to respond to this Expression of Interest (EOI) with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification. In addition, no entity (including its subsidiaries or affiliates) may submit more than one proposal, whether acting as a sole bidder, a lead partner, or a member of a Joint Venture. Participation in multiple bids may result in the disqualification of all proposals involving that entity. a) Companys Certificate of Incorporation. b) Complete copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent). c) Complete copy of Form CAC 2 (statement of Share Capital and Return of Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, the entitys most recent complete status report, down to the level identifying all ultimate beneficial owner(s) shall be mandatorily required. d) Complete copy of Memorandum and Article of Association e) Tax Clearance Certificate for previous three (3) years (2025, 2024, 2023). f) Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end of year date more than 18 months before the time of EOI. g) Current/valid relevant Midstream and Downstream Oil and Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Civil Installation/Maintenance & Materials and Mechanical Installation / Maintenance & Materials (Installation & Maintenance Services). a) Health Safety & Environment (HSE) Policy Statement and/or Management System. b) Quality Assurance/Quality Control (QA/QC) Policy Statement and/or Management System. c) A letter of reference/support from a bank or reputable financial institution. d) A detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking the scope of the services within the last five (5) years with evidence e.g., contracts, award letters, purchase orders, work completion certificates etc. Kindly indicate names and contact of clients, location, and cost or volume of services provided with evidence. e) Company Profile, organisation, size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with: i. CV of management team ii. CV of key technical personnel within the organisation available for the work. f) Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 [See Nigerian Content Compliance section below]. 4.0 NIGERIAN CONTENT REQUIREMENTS Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act 2010 a. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent/replacement) including company Memorandum and Articles of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure. b. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS). c. The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act 2010 and any guidelines and targets set by the Board. d. Details of the companys corporate organization overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals. e. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope. f. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries. g. Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development 2020 guidelines of NCDMB. h. Evidence of Community Content Plan and any partnerships with companies owned by and operating within our Host Communities i. All bidders shall provide a valid and relevant category 1,2,3,4, or 5 Nigerian Content Equipment Certificate (NCEC) for Consultancy and Studies group (CS) and Quality Inspection (QS) to support this contract. 5.0 CLOSING DATE 6th August 2026. 6.0 ADDITIONAL INFORMATION Please Note: Submissions in response to the above requirements shall be completed strictly in accordance with the instructions given in this publication.
