Funding Details The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s). Additional financing information: The European Bank for Reconstruction and Development (EBRD or the Bank) intends to provide a sovereign loan to the Government of Tajikistan. The proceeds of the loan will finance the rehabilitation and widening of approximately 70 km of the roadway between Vahdat to Roghun. The project will be further supported by the allocation of grant funding provided by the EBRD. This grant funding will be used in part to fund consultancy services for PIU Support and Construction Supervision in the role of the Engineer under the FIDIC Works Contract. The provision of these services is the subject of this Procurement Procedure. 2. Information on the Procurement Exercise Contracts will be subject to the Banks Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents. The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP. The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information. Other Information The European Bank for Reconstruction and Development (EBRD or the Bank) intends to provide a sovereign loan to the Government of Tajikistan. The proceeds of the loan will finance the rehabilitation and widening of approximately 70 km of the roadway between Vahdat to Roghun. The scope of works includes installation of an additional upper layer of asphalt concrete, partial replacement of the roadbed and subgrade, road widening, construction of pedestrian paths, installation of lighting, drainage, traffic signs and signals, bus stops, and enlargement of the drainage system capacity. Engineering measures will be implemented to protect the roadbed from landslides and natural hazards, including construction of retaining walls, artificial lowering of groundwater levels through drainage, slope stabilization with terracing, and other appropriate solutions. The project will be further supported by the allocation of grant funding provided by the EBRD. This grant funding will be used in part to fund consultancy services for PIU Support and Construction Supervision in the role of the Engineer under the FIDIC Works Contract. The provision of these services is the subject of this Procurement Procedure. The expected outcome of the project is the successful completion of a construction Works Contract for the capital repair of Vahdat to Rogun road. The reconstructed road will enhance access for local communities to essential services and economic markets, increase freight traffic capacity, and strengthen the overall economic potential of the region. The Project Implementation Unit for Roads Reconstruction (PIURR), under the Ministry of Transport, will serve as the implementing agency responsible for project delivery. It is anticipated that the Works will be carried out under a single Works Contract, administered under the FIDIC Conditions of Contract for Construction, 1999 Edition (FIDIC Red Book). 4.
