ALIMA is recognised for its expertise in maternal and child health, malnutrition management, epidemic and emerging disease control, as well as research and innovation. The organisation has been working in Mauritania since December 2018, as a partner of the Ministry of Health, and has treated 18 million beneficiaries up to 2024 in 15 countries, mostly in Africa. The field teams, closest to the patients, receive their support from coordination teams generally based in the capital of the countries of intervention. These receive support from the 4 desk teams and the emergency and opening service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams work actively on fundraising and representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organisations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, DEMTOU, research bodies PACCI, INSERM, the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others. OUR COUNTRIES OF INTERVENTION: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of the Congo, Cameroon, Guinea, South Sudan, Mauritania, Sudan, Haiti and Ethiopia. III INSTRUCTIONS TO TENDERERS These instructions to tenderers set out the rules for submission, selection and implementation of actions within the framework of this call for tenders. Costs incurred by the tenderer in preparing and submitting their proposals will not be reimbursed. By submitting its tender, the tenderer accepts, without restriction, all the general and specific conditions governing this contract as the sole basis of this procedure, regardless of its own terms of sale, which it declares to waive. Tenderers are deemed to have carefully examined all forms, instructions, contractual provisions and specifications contained in this tender dossier and to comply with them. Any tenderer who does not provide all the required information and documents within the prescribed deadlines will have their tender rejected. No reservation expressed in the tender regarding the tender dossier may be taken into account; any reservation will result in the immediate rejection of the tender without further evaluation. 1.1 Services to be provided The purpose of the contract is the acquisition by ALIMA and the provision by the selected supplier of a vehicle mentioned in this call for tenders. The aim of this call for tenders is the acquisition of one (1) vehicle for project support in the Hodh El Chargui region. Interested suppliers may collect the specifications for this call for tenders free of charge from 15/07/2026 at 08:00 to 14/08/2026 at 12:30. See the publication site with link to submission documents and posting at the ALIMA office. 1.2 Participation Participation in the procedure is open to all natural or legal persons holding all the administrative documents cited in these specifications (cf. Article 1.10). Rule of origin: The goods must be of new origin, 2025 model year. Tenderers are excluded from participation in a contract who: (a) are in a state of, or are subject to, bankruptcy, liquidation, judicial settlement or composition with creditors, cessation of activity, or are in any similar situation arising from a procedure of the same nature existing under national laws and regulations; (b) have been the subject of a conviction pronounced by a judgment having the authority of res judicata for any offence affecting their professional integrity; (c) have committed an act of grave professional misconduct proven by any means which the contracting authorities can justify; (d) have not fulfilled their obligations relating to the payment of social security contributions or their obligations relating to the payment of their taxes according to the legal provisions of the country where they are established or those of the country of the contracting authority or those of the country where the contract is to be performed; (e) have been the subject of a judgment having the authority of res judicata for fraud, corruption, participation in a criminal organisation or any other illegal activity detrimental to the financial interests of the Communities; (f) who, following the procurement procedure of another contract or the procedure for granting a grant financed by the Community budget, have been declared in serious breach of contract for failure to comply with their contractual obligations. The contract may not be concluded with candidates who, during the procedure: 1. Are subject to a conflict of interest; 2. Are guilty of misrepresentation by providing the information requested by the humanitarian organisation as a condition of participation in the contract procedures or have failed to provide such information. For the successful tenderer(s), if after signature of the contract, ALIMA discovers or becomes aware of false declarations guilty of the candidate(s), the latter will be subject to financial penalties representing 10% of the total value of the contract to be concluded. The rate may be increased to 20% in the event of a repeat offence within five years from the first violation. (Certificate of origin to be provided) 1.5 Quantity Tenderers understand and agree that the quantities specified in this call for tenders (cf. Article 1.13 Lot) represent the sole call for tenders. Likewise, tenderers understand that ALIMA makes no commitment as to any order frequency. 1.6 Type of contract Open national call for tenders 1.7 Currency Tenders must be denominated in MRU and be exclusive of all taxes and customs duties. 1.8 Period of validity · Each tenderer remains bound by its tender for a period of at least six (06) months from the effective date of submission of tenders. · The successful tenderer remains bound by this offer for a period from the date of receipt of the notification informing it that it has been selected. 1.9 Language of tenders The tenders, correspondence and documents associated with the tenders exchanged between the tenderer and the contracting authority must be drafted in the language of the procedure; which is, for this procedure, French. Supporting documents and printed catalogues provided by the tenderer may be drafted in another language provided they are accompanied by a reliable translation into the language of the procedure.
