Organizational structure i. Constitution and By-Laws j. Operational Guidelines k. Church Engagement Strategy 2 2. Planning with Management Committee (MC) 0.5 3. Project Review in future targeted provinces to define SWOT/R; reflections on values: - Prepare the design for project reflection workshop - Conduct provincial team reflection - Conduct FGD with local, district, and provincial authorities, such as village chiefs, commune councils, rural development offices, PDRD, and PDoEYS. 13 4. Data compilation and presentation preparation 1 5. Presentation of the results to MC 0.5 6. Key Informant Interviews at the national level, donors, other development partners, other WASH NGOs, to determine trends in the WASH sector. - Compilation of KII/FGD results 3 7. Interviews with MC members 1 8. Design of goals/strategies workshop for MC 1 9. Workshop with MC on future goals and strategies 2 10. First draft of strategic plan - Combine feedback from MC and Board and write the final draft 5 11. Amend report to integrate new PAP, if needed. 1 Scope of Work The consultant(s) will be expected to: Conduct a desk review of CCs organizational documents (previous strategic plans, annual reports, program data, policies) Conduct participatory workshops / consultations with senior management, program staff, MC, Board of Directors, and key stakeholders (local authorities, partner organizations, community representatives) Conduct PESTEL and SWOT analysis in collaboration with CC teams Map current and potential donors in the Cambodian WASH space, analyzing funding trends and opportunities Develop a results framework (goals, outcomes, indicators) for 20272031 Draft the full strategic plan document and present it for validation Incorporate feedback and deliver a final, publication-ready strategic plan Deliverables 1. Conduction of processes with inputs as indicated in the list of activities in ToR 2.
