Expression of Interest for Engineering Consultant - Asset Inventory & Technical Studies CEG/CEG Rio. Publication Date: 07/15/2026 12:00 AM EDT EOI Deadline: 07/30/2026 11:59 PM EDT Description: Engagement of a firm specialized in natural gas infrastructure engineering to support the structuring project led by IFC for the Government of the State of Rio de Janeiro, covering the CEG and CEG Rio concessions, across all three phases and under both scenarios (renewal or re-tendering). Phase 1 Engineering Diagnostic (Physical and Technical Asset Inventory): a sample-based physical and technical inventory of the concessionaires main assets, covering distribution networks (by type, material, length, and ten-year integrity and maintenance history) and operational facilities (city gates, regulation and metering stations, LNG units, laboratories); an audit of the metering fleet, automation, telemetry and SCADA systems, and IT assets (corporate, commercial-management, EAM/ERP, cybersecurity); a survey of real-estate assets, easements, and licenses, identifying legal, land-tenure, and liability restrictions; a survey of the natural gas supply market (suppliers, contracted capacities, instrument terms vs. current demand and expansion targets); international benchmarking (smart grids, loss reduction, sustainability, service to isolated/rural areas) with operational KPIs; and support for the State Natural Gas Plan guidelines. Phase 2 Transaction Structuring (scope may vary with the Phase 1 outcome): revenue projections to feed the financial model (customer types, operational losses, default rates); the CAPEX intervention plan aligned with the State Natural Gas Plan and the market study; estimation of CAPEX and OPEX for the entire concession period; development of the business model (tariff structure, demand, CAPEX, OPEX, asset life cycle, non-amortized asset estimates) as input to the economic-financial model; inputs to the State Natural Gas Plan; integration and consistency with studies from the public authorities and other consultancies (notably demand and social-environmental); compliance with the requirements of TCE-RJ, the State Public Prosecutors Office, AGENERSA, and other state stakeholders; and support in market soundings, roadshows, bidding, hearings, and consultations. Phase 3 Transaction Implementation: implementation of the selected structure following GovRJ approval public consultation and hearings, TCE review where applicable, finalization of transaction documents, national and international roadshows, and support throughout the bidding process or the renewal negotiation up to commercial close, which marks the successful completion of the phase. The deliverables will technically structure the terms of the transaction, provide inputs for financial modeling, and serve as a reference for investment obligations, expansion targets, and performance indicators.
